Context
Funded by the Ministry of Foreign Affairs of Denmark, under the Danish Organisational Strategy for IOM (2023-2026) the Climate Change and Migration Data (CCMD) Programme aims to address the combined challenges related to managing human mobility as a result of different migration drivers, including climate change and environmental degradation, as well as the gaps in knowledge and migration data in North, East, and West Africa. More specifically, the programme ambitions to contribute to improved evidence-based migration management and reduced risk of irregular migration and displacement occurring, in the context of disasters, climate change and environmental degradation in countries of origin, transit and destination along key migration corridors in North, East, and West Africa. The programme intends to be flexible and is subject to annual work plan approval and funding decision.ย
IOM is committed to reinforce a results-based management (RBM) approach across the Organization. IOM aims to promote quality strategies, programmes, and projects while balancing standardization and adaptability, and contributing to accountability, learning, and decision making across the Organization. A robust approach to RBM is critical to deliver on and cascade the Strategic Plan 2024-2028 and Strategic Results Framework (SRF), to align IOMโs operations with strategic objectives and to ensure transparency, integrity, and accountability. It is essential for IOM staff to understand organizational objectives and results frameworks to inform planning, monitoring, and reporting on results, in order to capture contributions to institutional objectives as well as to external commitments.ย
Under the direct supervision of the CCMD-EWNA Programme Manager (based in Copenhagen) and the administrative oversight of the Regional Planning, Monitoring and Evaluation Officer in Dakar; in close collaboration with technical leads and relevant units at Headquarters, as well as the Region Planning, Monitoring and Evaluation Officers (RPMEO) of relevant regional offices, the Monitoring Evaluation Accountability and Learning (MEAL) and Reporting Officer (Climate Change and Migration Data Programme in East, West and North Africa (CCMDP-EWNA)) will coordinate and supervise the monitoring, evaluation, and learning, functions of the CCMD-EWNA programme. More specifically, the MEAL and Reporting Officer (CCMDP-EWNA) will be responsible for the successful implementation of the monitoring and evaluation framework and guide its correct application by relevant implementing offices, ensuring that monitoring data is collected against the set results (outcomes/outputs), in line with IOMโs Strategic Results Framework, analyzed and used for regular reporting. They will coordinate the external evaluations, facilitate broader learning with the technical leads of the work streams and relevant offices, and share documented lessons learned with relevant offices and IOMโs central M&E unit in IOM Headquarters, to help inform future programming.
In close consultation with Project Focal Points/Managers, contribute to the development and implementation of project standardized Monitoring and Evaluation (M&E) systems including, M&E plan, tools, quality assurance mechanisms and data collection methods and procedures in line with IOMโs Strategic Results Framework.ย Supervise and guide the implementation of the Monitoring and Evaluation (M&E) Accountability and Learning activities of CCMD programme according to programmes/strategy result matrices and MEAL plan in close coordination with the Programme Managers, the thematic leads and IOM project focal points.Provide guidance and check adherence to existing Evaluation and Monitoring policies and guidelines and Results-based Management (RBM) roadmaps, frameworks and standards including a proper use of PRIMA for monitoring, reporting and evaluation.In close consultation with Project Focal Points/Managers and M&E officers, consolidate and share as necessary relevant M&E information and further develop systems to document findings to provide real-time updates and information on project progress, evolutions and improvements in line with IOM and donor requirements as well as project development as needed.ย Participate in the development and delivery of training, mentoring and coaching to help strengthen MEAL capacity within the programme, including M&E requirements, strategy and tools.Review MEAL plans regularly and check their pertinence to programme goals and objectives in close coordination with respective implementation sites.ย Facilitate evidence-based monitoring, learning and reporting systems through identification and sharing of knowledge tools and good practices between and among implementing Missions across.In line with donor priorities and project M&E plans and in close coordination with Programme Manager and project implementation sites, supervise and monitor the successful implementation of needs assessments, reviews and final evaluations, including contributing to the development of evaluation ToRs, the identification of the evaluator as well as the coordination of evaluation processes. Work with the project teams to draft management response to evaluation recommendations and assist with the monitoring of their implementation.ย Create and maintain processes to document good practices and lessons learned through analysis of monitoring findings and evaluation reports, documenting causes of potential bottlenecks and possible corrective measures, and facilitating discussion of related M&E and RBM findings and challenges with relevant IOM project staff, management, and partners.ย Provide comprehensive inputs and support review of periodic donor or institutional reports and other materials being prepared to facilitate the dissemination of project results and lessons learned including Public Information (PI) materials.ย Contribute to the preparation of meetings and events, to include donor/UN briefings, donor visits, and conferences.Undertake field visits where necessary to support the implementation of M&E and to identify areas of improvement as well as facilitate stakeholder access to M&E data.ย Perform such other duties as may be assigned.ยEducation
Master's degree in M&E, Political or Social Science, International Relations, Humanitarian Affairs, Statistics, Economics, or a related field from an accredited academic institution with two years of relevant professional experience; orUniversity degree in the above fields with four years of relevant professional experience.ยAccredited Universities are those listed in theย UNESCO World Higher Education Database.
