1. Background

DRC has been present in West and Central Africa since 1998. DRC's regional office for West Africa & Americas is based in Dakar, Senegal, and covers twelve countries outside Senegal. The Cameroon country office opened in 2018 and currently comprises a coordination office in the capital Yaoundรฉ, a base in Bamenda covering the Northwest region, a base in Garoua Boulaรฏ covering the Adamaoua and East regions, and a base in Maroua for the Far North.

DRCโ€™s interventions in these areas include providing assistance to vulnerable populations, especially IDPs and refugees to enable them to meet their basic needs, shelter and protection, providing durable solutions to the ultra-poor while rendering them resilient to shocks via resilience and peacebuilding activities. Due to the lack of emergency response services to the newly displaced in the NWSW regions, the DRC has stepped in with emergency protection and food assistance in the NW region in collaboration with two national organizations as partners.

2. Purpose

Under the direct supervision of the Programme Development and Quality Manager, the MEAL/IM Specialist is responsible for supporting the Danish Refugee Council Cameroon programs by developing and managing information management systems to ensure high-quality data collection, storage, analysis, and reporting. The role involves working closely with the MEAL team, Coordination and Area level, technical and implementation team, implementation partners, HQ Hubs and HQ to ensure that information management systems are efficient, effective, and aligned with DRCโ€™s operational goals.

3. Duties and Responsibilities

Information System Development and Management:

Lead the design, development, and implementation of information management systems, ensuring they meet DRCโ€™s data collection and analysis needs across all projects and sectors. Maintain and regularly update DRCโ€™s information systems, including databases and dashboards, to ensure data accuracy, accessibility, and security. Ensure that information management processes are standardized across all projects and sectors, in line with DRCโ€™s Global and Country-level Strategies. Develop tools, templates, and guidelines for data collection, entry, and management, ensuring the accuracy and quality of data. Provide ongoing technical support to program technical and implementation teams and MEAL team on information management processes and systems.

Data Collection, Analysis, and Reporting:

Facilitate the collection, storage, and management of program and sectoral data, including needs assessments, surveys, evaluations, and monitoring activities to ensure proper and accurate knowledge management system in place. Work closely with the Area-based MEAL Teams (Far North, Adamawa/East and Northwest) to design and implement robust data analysis frameworks for surveys, assessments, evaluations, and monitoring results, ensuring high-quality insights that inform program performance and strategic decision-making. Develop data visualizations, dashboards, and reporting tools that allow for effective communication of key findings and program performance. Collaborate with program teams to analyze and interpret data, providing insights that enhance program quality and effectiveness. Ensure the integration of geographic information systems (GIS) into data collection processes, where appropriate.

Capacity Building and Support:

Train and build the capacity of staff on information management tools, systems, and processes, ensuring they can effectively collect and manage program data. Provide ongoing technical support to Area Officesโ€™ staff and partners to enhance their data collection, management, and reporting skills. Support the MEAL team in developing and delivering training on data analysis and reporting to improve program quality and accountability.

Data Quality and Protection:

Ensure data protection and confidentiality are maintained in line with DRCโ€™s data protection and GDPR policies. Develop and implement data quality assurance processes to ensure the accuracy, reliability, and timeliness of data collected across programs. Regularly review and audit data collection processes to identify and address potential issues in data quality and security.

Work closely with program teams, MEAL, and IT departments to ensure data needs are met and systems are integrated into broader program strategies.

Accountability, and Learning:

Ensure that information management activities support the wider monitoring, evaluation, accountability, and learning objectives, in collaboration with other program departments. Assist in documenting lessons learned, best practices, and case studies from program data, ensuring these insights inform future program design and implementation.

Partnerships:

Ensure partner capacities are assessed, and realistic MEAL expectations are factored into the projects (measurement methods, deliverables/reporting, etc.). Leads the assessment of partners' MEAL/IM capacities, ensures the development of training plans, organizes capacity building and training with support from technical staff the Country Office (Protection and Economic Recovery Coordinators, PDQM) while actively involving partners for better ownership of the capacity strengthening. Support partners with tools and systems required for them to comply with donor and DRC MEAL technical requirements/standards. Carry out regular monitoring and quality checks to ensure partners are adopting the required standards for AAP, MEAL, and GDPR. Where possible, support partners in adapting and applying the Core Humanitarian Standards in their institutional processes and implementation. Ensure partners communicate to the communities they serve about the end of the project, the partnership with DRC, and the transition of services.

In addition to the above, the IM/MEAL Specialist may be asked to carry out other duties requested by the PDQM and the HoP.

4. Required Qualifications

A Bachelorโ€™s degree in relevant field (international development, social sciences, statistics, public health, etc.) + at least 4 years of relevant experience or A Masterโ€™s degree in relevant field Minimum 5 years of relevant work experience in monitoring, evaluation, accountability and learning of humanitarian and development programmes. Experience working with International NGOโ€™s, UN agencies, line ministries and/or local authorities in migrants/refugee settings and/or emergencies. Proven experience in effectively working with a variety of donorsโ€™ requirements including ECHO, SIDA, EU, DFAT, GIZ, OFDA and UN agencies (as required). Strong understanding of monitoring, evaluation, accountability and learning principles and processes, including database management, reporting etc. Demonstrated experience with DRC Core Sectors. Proven understanding of mix methods approach, research methodologies and the nature and use of evidence, including participatory methodologies. Demonstrated understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards in everyday work. Advanced skills in design, implementation and quality assurance throughout data collection process and specifically software, such as Kobo Toolbox, ODK, ComCare and others as relevant. Very good skills in analysis frameworks, with data analysis for quantitative and qualitative data and communicating evidence. Experience of working with or providing support to partners and/or a partnership model of working, when relevant. Good skills in supporting organisational learning in programmes. Proven facilitation and training skills with diverse audiences of NGO practitioners. Demonstrated ability to work and deliver under pressure, within budget and time constraints and to manage team priorities. Excellent skill in MS Word, Excel, and PowerPoint and Office365. Ability to inspire and apply critical thinking in everyday work; promote and contribute with constructive critique. Demonstrated experience and motivation to learn on the job and advance in the role. Very good verbal and written communication skills, ability to adjust communication to various stakeholders and audiences. Full professional proficiency in English

b) Desirable

Knowledge of ArcGIS/QGIS, NVivo (or other qualitative analysis software) Fluency in local language or the language of communities (please specify) Experience of working in insecure environments and of security management; when relevant. Experience in developing/ guiding information management systems for large humanitarian programs, as relevant. Familiarity with the relevant data collection software, preferably Kobo Toolbox, Activity info, Commcare, ODK, DEEP, Nvivo. Experience in statistical software, SPSS, R and visualisation tools such as PowerBi. Certification in Advance MEAL programme/course
