Job Summary:

The Project Manager โ€“ Maternal and Child Health (MCH) provides overall leadership, coordination, and management of EpiCโ€™s maternal and child health activities in Cambodia. The position is responsible for planning, implementing, and monitoring a comprehensive MCH work plan aligned with national priorities and donor requirements. The Project Manager works closely with the Ministry of Health (MOH), National Maternal and Child Health Center (NMCHC), national and sub-national programs, the U.S. Department of State, and other implementing partners to ensure EpiCโ€™s contributions effectively address priority gaps in maternal, newborn, child, and adolescent health.

The position provides strategic, technical, and operational oversight of MCH interventions; ensures high-quality implementation and reporting; manages MCH-related budgets and subcontracts; and serves as a key liaison among government, donors, and local and international partners.

Accountabilities:

Project Management:

  • Lead day-to-day planning and implementation of EpiCโ€™s MCH work plan, ensuring activities are delivered on time, within scope, and within approved budgets.
  • Translate strategic objectives into detailed implementation plans, timelines, and deliverables, adjusting activities based on emerging needs and program learning.
  • Ensure all MCH activities align with national policies, strategies, and guidelines of the Royal Government of Cambodia and relevant donor priorities.
  • Develop and deliver comprehensive project management plans, documentation, training, presentations, and budget proposals.
  • Define project scope, goals, and deliverables that support business goals and strategic vision.
  • Monitor project progress regularly, identify and resolve issues, and implement improvement plans to keep projects on schedule and within budget.
  • Oversee multiple projects, focusing on minimizing risk and ensuring successful execution of deliverables.
  • Provide guidance and monitoring to project staff, ensuring clarity on priorities and fostering effective teamwork.
  • Manage development of project teams to ensure compliance with policies and procedures and implement process improvement plans.
  • Develop best practices and tools for project execution and management.
  • Build, develop, and nurture partnerships are essential to project success.
  • Serve as a primary point of contact for MCH-related coordination with the National Maternal and Child Health Center (NMCHC), provincial and operational district health authorities, and other government counterparts.
  • Coordinate closely with the U.S. Department of State, and other implementing partners to ensure complementarity, synergy, and non-duplication of efforts.
  • Represent EpiC in national and subnational technical working groups, coordination meetings, and partner forums related to maternal and child health.
  • Identify opportunities and information to present to management to help achieve strategic goals.
  • Stay abreast of the latest strategies, tools, and terminologies in project management to enhance productivity.
  • Performs other duties as assigned.

    Project Administration:

    • Establish a communication schedule to update stakeholders, including relevant staff within the organization, on the projectโ€™s progress.
    • Determine the resources (time, money, equipment, etc.) required to complete the project.
    • Develop a schedule for project completion that effectively allocates the resources to the activities.
    • Builds and implements or socializes the best practices for performing all tasks.
    • Review the project schedule with senior management and all other staff that will be affected by the project activities; revise the schedule as required.
    • Determine the objectives and measures upon which the project will be evaluated at its completion.
    • Execute the project according to the project plan.
    • Author reports on the project for management and for funders.
    • Communicate with funders as outlined in funding agreements.
    • Develops best practices and tools for project execution and management.

      Technical Oversight

      • Provide technical oversight to ensure MCH interventions are evidence-based, gender-responsive, and appropriate to the Cambodian context.
      • Support integration of MCH activities with related program areas, including HIV, nutrition, and health systems strengthening, as applicable.
      • Oversee development, adaptation, and implementation of technical tools, standard operating procedures (SOPs), training curricula, and guidelines in line with national standards.

        Financial Management:

        • Monitor and approve all budgeted project expenditures.
        • Monitor cash flow projections and report actual cash flow and variance to senior management regularly (monthly/bimonthly)
        • Manage all project funds in accordance with established accounting policies and procedures.
        • Ensure that all project financial records are up to date.
        • Prepare financial reports and support documentation for funders as outlined in the funding agreement.

          Monitoring, Evaluation, and Learning (MEL)

          • Oversee routine monitoring of MCH activities, ensuring accurate and timely collection, analysis, and use of program data.
          • Work closely with MEL staff to track progress against indicators, identify implementation challenges, and support adaptive management.
          • Contribute to documentation of lessons learned, best practices, and success stories for internal learning and external dissemination.

            Financial and Subcontract Management

            • Manage MCH-related budgets and track expenditures to ensure cost-effective use of resources and compliance with donor and FHI 360 requirements.
            • Oversee MCH-related subcontracts/subagreement and consultant agreements, including work planning, performance monitoring, deliverable review, and compliance.
            • Coordinate with finance, grants, and operations teams to ensure adherence to procurement, financial management, and reporting procedures.
