    Organizational Setting and Reporting Relationship

    The position of Markets Development Advisory Officer is assigned to the Special Initiatives and Funds Division (OMSF) within the Office of Markets Development and Public-Private Partnership (OMDP). You will be based at our Headquarters in Manila, Philippines.

    You will report to a designated International Staff and Senior Officer as applicable.

    Your Role

    As a Markets Development Advisory Officer, you will provide operational and operational support to the functions of OMSF. You will contribute to OMSF, develop and maintain external and internal relations, stakeholders' coordination, and knowledge management activities to accommodate Public Private Partnerships (PPP) and Private Sector Development (PSD)-related issues and challenges with innovative solutions.

    You will:

  • Help implement OMDP's vision, goals, work plan and development strategies output following Strategy 2030.
Contribute to the implementation of the PSD shift following R99-22 (Organizational Review: A New Operating Model to Accelerate ADB's Transformation Toward Strategy 2030 and Beyond) Support general research related to PPP and PSD on a global basis, including policy and sector specific issues, and international best practices to support regional departments (RDs) for their PPP operations. Contribute to OMDP's knowledge management activities and may lead in the maintenance and oversight of the PPP database, PPP Monitor and PPP Roadmap, which is fundamental to the development of Country Partnership Strategies, as well as providing knowledge/research support to external and internal clients Help monitor ADB's PPP targets, collecting and analyzing PPP data and statistics, drafting and reviewing PPP-related documents, and handles administrative matters of staff consultants. Provide comments to documents circulated for review including concept papers, reports and recommendations by the President and country partnership strategies. Help create PPP operational processes for smooth interface between OMDP, RDs, Sectors Group, CCSD and solutions departments. Support the implementation and administration of AP3F and technical assistance. Help maintain partnerships with institutions and agencies involved in various aspects of PPPs. Assist the implementation of OMSF work plan. Help coordinate with external stakeholders (governments, development partners, civil society and private sector entities) and internal stakeholders including experts in other departments and support regional departments and solutions departments to achieve their operational targets using the PPP modality. Support the preparation of CPS for the countries which are identified to have PPP as its significant component including preparation of a PPP action plan. Support delivery of PPP-related staff training programs. Support efforts in technical assistance (TA) programming, monitoring and reporting for OMSF Provide guidance to administrative staff to conduct their responsibilities. Perform other tasks that may be assigned by the supervisors.

Qualifications

You will need:

Bachelor's degree with specialization in business administration, economics, or finance, engineering or related fields, preferably with advanced training At least 8 years of relevant work experience, with at least 5 years experience in PPPs, project finance, project development and/or TAS provision gained at commercial/investment banks, advisory firms and/or international financial institutions. Analytical, credit, financial, and modeling skills Analytical and due diligence skills concerning PPP-related policies and infrastructure projects. The ability to present ideas and concepts concisely in oral and written form in English. Proficiency in MS Office (Word, Excel, PowerPoint) applications, including developing simple macros and automations. To work in diverse teams as a constructive team member and work with individuals from different cultural/national backgrounds. Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
