The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This consultancy is located at Headquarters in the Evaluation Office which reports directly to the Executive Director. The consultant reports to the Evaluation Manager and the Director of the Evaluation Office. THE EVALUATION The Terminal Evaluation will be an in-depth evaluation using a participatory approach whereby key stakeholders are kept informed and consulted throughout the evaluation process. Both quantitative and qualitative evaluation methods will be used as appropriate to determine programme achievements against the expected outputs, outcomes and impacts. It is highly recommended that the consultant(s) maintains close communication with the project team and promotes information exchange throughout the Evaluation implementation phase in order to increase their (and other stakeholder) ownership of the evaluation findings. Where applicable, the consultant(s) will provide a geo-referenced map that demarcates the area covered by the project and, where possible, provide geo-reference photographs of key intervention sites (e.g., sites of habitat rehabilitation and protection, pollution treatment infrastructure, etc.) THE PROGRAMME (GEF ID 9083) The Leapfrogging Markets to High Efficiency Products (Appliances, including Lighting, and Electrical Equipment) Program (GEF ID 9083) builds on the UNEP-GEF global project โEstablishing the Foundations of a Partnership to Accelerate the Global Market Transformation for Efficient Appliances and Equipment,โ (GEF 5831), hereinafter called the โSE4ALL Global Projectโ. The project was named so due to its contribution to the UN Secretary Generalโs Sustainable Energy for All (SE4ALL) initiative. The Global Leapfrogging Program adopted an integrated approach that involved integrated policy approaches (minimum standards, MVE, communication campaigns and financial mechanisms, and environmentally sound management) aimed at permanently transitioning markets to energy efficient products while addressing environmental concerns. The Global Leapfrogging Program proposed five menu options (1: National strategy for advancing market to energy efficient products; 2: Implementation of regulatory mechanisms, including minimum energy performance standards (MEPS); 3. Creation of monitoring, verification and enforcement (MVE) capacities; 4: Supporting policies for the market transformation to energy efficient products; 5: Ensuring environmentally sound management and sustainable transition to efficient appliances and equipment) to the eight participating countries to be implemented as child projects to the programme. Based on national circumstances, the countries had the option of implementing combination of one or more menu options for defined set of appliances and equipment, as long as the country met the child project selection criteria. Further, the Global Leapfrogging Program allowed countries to define the products of focus to be included in the child project based on their national circumstances. Potential products that could be selected included: refrigerators, room air conditioners, electric motors (0.75kW to 375kW), distribution transformers, water heaters, lamps and controls, and other potential priority products such as pumps, TVs, computers and set-top boxes. Priority products could be selected based on the level of policies in place in the country and/or the products that offer the highest energy and greenhouse gas savings. THE EVALUATION TEAM For this Evaluation, the Market Systems Development Expert will work under the overall responsibility of the Evaluation Office represented by an Evaluation Manager, in consultation with the Principal Evaluator, UNEP Task Manager, Project Manager, Fund Management Officer, the Sub-programme Coordinator for Nature Action. SPECIFIC RESPONSIBILITIES In close consultation with the Evaluation Manager and Principal Evaluator, the Market Systems Development Expert will lead the market analysis and make substantive and high-quality contributions to the evaluation process and its outputs, data collection and analysis and report-writing. More specifically: Inception phase of the Evaluation, including: โข preliminary desk review and introductory interviews with project staff; โข draft the reconstructed Theory of Change of the programme; โข prepare the evaluation framework; โข develop the desk review and interview protocols; โข draft the survey protocols (if relevant); โข develop and present criteria for country and/or site selection for the evaluation mission; โข plan the evaluation schedule; โข prepare the Inception Report, incorporating comments until approved by the Evaluation Manager Data collection and analysis phase of the Evaluation, including: โข conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders; โข (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the child project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews. โข regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered and; โข keep the Project/Task Manager informed of the evaluation progress. Reporting phase, including: โข draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style; โข liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager โข prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and โข (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons) Managing relations, including: โข maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence; โข communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention. The Evaluation Consultant shall have had no prior involvement in the formulation or implementation of the project and will be independent from the participating institutions. The consultant will sign the Evaluation Consultant Code of Conduct Agreement Form. The Evaluation Consultant will be selected and recruited by the UNEP Evaluation Office through an individual consultancy contract. Comprehensive terms of reference will be shared with the consultant separately. Qualifications/special skillsA first level university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable. A minimum of 9 years of technical experience in the application of the Market Systems Development (MSD) approach to development interventions is required; A good/broad understanding of energy efficiency is desired. Experience in conducting Programme Evaluations is an added advantage. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement and proficiency in/knowledge of French, Spanish or Arabic is desirable. Additional InformationNot available.
