ITS Business Administration Department Overview (ITSBA)

ITSBA is responsible for managing the business of ITS by ensuring strategic alignment of ITS priorities with WBG priorities. The department serves as a catalyst organization, focused on end-to-end accountability for IT governance, performance management, and technology financial management; developing a future-ready ITS workforce and dynamic people model; leading the transformation of ITS to an adaptive organization, and developing and executing a multi-year strategy and roadmap in alignment with the broader WBG strategic priorities.

The department is comprised of several horizontal activities that span all ITS departments, namely IT Governance and Performance Management, Technology Financial Management, People Engagement & Talent Management, Transformation and Change Management, IT Policy & Compliance, ITS Strategy and Advisory functions.ย  The department is an extension of the office of the CIO, ensuring the effective strategy and operations of ITS result in an improved IT Operating Model focused on the role of technology in value creation.

The Technology Finance Unit (ITSFM)

The unit is responsible for the financial oversight of IT, including budget allocation and prioritization, cost management, analytics, sourcing advice, operations, contract management, and vendor partnerships, fostering transparency, accountability, and strategic foresight in IT financial. This enables informed decision-making, improves cost efficiency, and ensures maximum value from IT investments. ITSFM is also committed to ongoing improvement and strategic financial planning to support the sustainable value of IT investments.ย 

The unit is comprised of a diverse group of 23 staff located in Chennai, India and Washington, DC comprising of four teams:ย  Sourcing Advisory and Operations, Contract Management and Vendor Relationships, Cost Optimization, Analytics and Reporting and Budget Planning, Forecasting and Benchmarking.

The ITSBA Department is seeking to recruit a manager to lead the IT Technology Finance Unit to be based in Washington, DC.ย  The manager will report to the Director of ITSBA. This individual will serve as a partner to the technology and finance teams and support the financial planning process for the Technology department to ensure development of budgets, forecasts and financial reporting. This individual will also lead operational and strategic financial analysis efforts in support of various levels of management.
This individual will also serve as partner to the procurement organization in support of strategic vendor partnerships and contract management for the technology organization in support of the strategic labor strategy that leverages external partners to achieve ITS transformation goals.ย  They will be responsible for overseeing the procurement and management of vendor services for the ITS scope. This role requires excellent negotiation skills, a keen eye for detail, and the ability to build and maintain strong relationships with vendors, working closely with various departments to ensure that vendor services meet the organization's needs and quality standards.ย  This individual will also elevate technical expertise in procurement practices within ITS as well as with procurement partners.

This individual must possess strong attention to detail, analytical skills, financial and business acumen, and intellectual curiosity combined with excellent communication and interpersonal skills.

Duties and Responsibilities

Responsibilities span cost transparency & allocation, budgeting & forecasting, value realization & optimization, stakeholder communication, data management & reporting, governance & compliance, headcount analysis, and continuous improvement, all in strong partnership and collaboration with the Budget Planning and ITS leaders.

- Support monthly, quarterly, and annual FP&A processes for IT expense and capital budgets including management reporting, variance analysis, forecasting, and scenario planning in partnership with BPS and the IT Portfolio Management function.

- Collaborate with IT leaders to perform in-depth financial analysis through advanced Excel skills and modeling, leveraging AI and automation for improved real-time monitoring and decision making.

- Audit and review financial business cases for technology strategic initiatives.

- Compare financial plans and forecasts to actuals, identifying key insights about under or over-spending, with recommendations for reprioritization, reallocation or use of contingency funding.

- Communicate technical topics and deliver presentations in a clear, succinct, and relevant way

- Develop and maintain strong working relationships across BPS, IT Portfolio Governance, Procurement and ITS management.

- Coordinate, assess, and consolidate financial risks and opportunities to near-term and long-term forecasts while working with stakeholders to understand key drivers, unidentified opportunities, and risks to improve our forecasting accuracy

- Support annual budget process end-to-end, particularly around the operating budget, cloud expenditure, and one-time/recurring administrative budget needs tied to capital programs.

- Continuously improve, automate and scale financial tools and processes in support of TBM concepts

- Vendor Selection: Identify and select vendors that provide high-quality services at competitive rates, evolving and streamlining the evaluation and decision-making processes.

- Sourcing Strategy: Plan, manage and optimize how ITS acquires IT services, technologies and partnerships. Align IT objectives of cost, agility, risk and innovation with short and long-term roadmaps for hardware, software, cloud services and talent, facilitating build vs. buy decisions, insourcing vs. outsourcing decisions and labor type decisions.

- Contract Negotiation: Negotiate contracts and agreements with vendors to secure favorable terms and conditions.

- Performance Monitoring: Monitor and evaluate vendor performance on a quarterly basis to ensure compliance with contractual obligations and organizational standards and leadership alignment.

- Relationship Management: Build and maintain strong relationships with vendors to foster collaboration and long-term partnerships.

- Issue Resolution: Address and resolve any issues or disputes that arise with vendors in a timely and effective manner.

- Spend Management: Manage spend related to vendor services and ensure cost-effective procurement.

- Benchmarking: Periodically evaluate the ITS cost structure against relevant benchmarks, ensuring a continuous flow of improvement opportunities.

- Risk Management: Identify and mitigate risks associated with vendor services and agreements.

- Compliance: Ensure all vendor activities comply with legal and regulatory requirements.

- Reporting: Provide regular reports on vendor performance, costs, savings, renewals, and other relevant metrics to senior management.

- Team Management:ย Manage and mentor the ITFM team, recruit, train, and develop staff. Foster psychological safety, instill First Team principles and a culture of continuous improvement and collaboration.

Selection Criteria

* Masterโ€™s degree with at least 12 years of experience in technology management, finance, accounting or equivalent (MBA and/or CPA preferred), or equivalent combination of education and experience.

* 10+ years of directly related experience in financial analysis and technology management

* Strong technology finance expertise with demonstrated and measurable experience with improving IT value and innovation.ย 

* Deep understanding of financial and accounting principles as they can be applied in a bi-modal IT organization within a SAFe/Agile transformation model.

* Background in Technology and/or understanding of international development and tools that support Technology Finance.

* Demonstrated leadership and strategic financial contributions in complex business settings; experience creating senior management reporting and presentations

* Ability to communicate complex data simply to key stakeholders

* Advanced Excel, AI, PPT, PowerBI skills. Data analytics and change management experience is a plus

* Proven experience in contract management, particularly with IT labor outsourcing and Technology goods and services.

* Strong vendor negotiation skills and the ability to build long-term vendor sourcing strategies. Proven experience with major software vendors contract renewals, licensing models, and pricing structure (e.g., Microsoft, Oracle, AWS, Google, Cisco).

* Solid Vendor Risk Management acumen and risk mitigation controls. Proven experience with overseeing internal Institutional and external vendor audits related to IT Labor and Software contracts.

* Experience with Cloud Software strategies for cost optimization.

* Extensive experience with SOWs, MSAs, Mini-Bids, RFIs, RFPs, RFQs, SSJ/SSS for IT goods and services portfolios for multimillion dollar contracts. Familiarity with vendor relationship vehicles such as Suppliers Days and Vendor Fairs.

* Sense of urgency, thoughtful risk taking, empowerment and accountability.
