ITS Business Administration Department Overview (ITSBA)
ITSBA is responsible for managing the business of ITS by ensuring strategic alignment of ITS priorities with WBG priorities. The department serves as a catalyst organization, focused on end-to-end accountability for IT governance, performance management, and technology financial management; developing a future-ready ITS workforce and dynamic people model; leading the transformation of ITS to an adaptive organization, and developing and executing a multi-year strategy and roadmap in alignment with the broader WBG strategic priorities.
The department is comprised of several horizontal activities that span all ITS departments, namely IT Governance and Performance Management, Technology Financial Management, People Engagement & Talent Management, Transformation and Change Management, IT Policy & Compliance, ITS Strategy and Advisory functions.ย The department is an extension of the office of the CIO, ensuring the effective strategy and operations of ITS result in an improved IT Operating Model focused on the role of technology in value creation.
The Transformation Office (ITSTM)
The ITSTM unit serves as the central body focused on aligning people, processes and tools in support of the larger ITS organization.ย It is the change catalyst for the seven core areas of the SAFe Maturity Score that reflects the Organizational Agility goals.ย There are several roadmaps of transformation including Agile Transformation, the Dynamic People Model, the Adaptive Strategy and Governance, and other Transformation Enablement initiatives.ย It owns broader enterprise-wide transformation programs as well as adoption strategies for our people and teams.ย The Transformation Office initiates change across the organization in support of digital transformation goals, clearly incubating, developing and embedding day-to-day ownership and accountability of new ways of working within functional ITS teams.ย The value delivered will be organizational growth and improvement that supports a value driven IT Operating Model.
Duties & Responsibilities
The primary role and responsibility of the Manager of Transformation and Change Enablement:
- Drive the Digital Transformation Strategy and Roadmap development aligned with the WBG Transformation goals, including Agile ways of working at scale, the establishment of a Lean Agile Center of Excellence (LACE), and all supporting transformation roadmaps linked to an Adaptive Operating Model, such as funding, sourcing, learning, business partnerships and other enablers of agility.
- Orchestrate the Transformation Strategy with the goal of improving the IT Operating Model and improving Organizational Agility with a healthy tension of progress against the ability of the organization to adapt to change and new ways of working, ensuring continual alignment with WBG and CIO vision.Understand, quantify and communicate impact, milestones, interdependence and value measures and play a leadership role in managing risk, removing impediments, ensuring interventions are meeting the overarching goals of the organization.
- Implement industry best practices for organizational transformation with particular focus on change enablement, resiliency, dexterity, and the building of new capabilities. Ensure a rigorous stakeholder engagement model with readiness assessments and attention to signs of change fatigue.
- Strengthen organizational resiliency by equipping staff with the mindsets, tools, and support systems needed to adapt to continuous changes, maintain productivity under uncertainty, and recover quickly from disruption. Emphasize innovation as a skill, a growth mindset, urgency, transparency and accountability in all that is done.
- Influence and drive a culture shift through robust communication campaigns, workshops, storytelling, immersive experiences, staff engagement and recognition programs.
Within the first year, this leader will deliver the following:
- Assess the first-year transformation strategies, roadmaps, and value delivered against WBG goals.
- Establish the Transformation Office Charter.
- Elevate the position and influence of the Transformation Office across all teams and locations.
- Improve/re-engineer at least two business processes that improve alignment of business priorities with IT delivery
- Expand the current set of transformation roadmaps to include all transformation work in support of the multi-year Digital Transformation covering people, process, tools and enablement effort that will mature the IT Operating Model.
- Expand the transformation footprint and impact in Sofia and Chennai
- Drive cultural improvement for a modern technology organization
- Develop and track a transformation office scorecard
Selection Criteria
In addition to having a strong work ethic and unquestionable integrity, the selected leader will have the presence to establish immediate credibility with managers, peers, and a complex group of stakeholders.ย They will possess outstanding intellect, leadership and analytical abilities as well as excellent interpersonal, communication and presentation skills. A successful candidate will possess qualifications such as:
* Masterโs degree and post-graduate coursework or certification in large-scale digital transformation with at least 12 years of experience in a global IT organization, or equivalent combination of education and experience.
* Proven record of transformation leadership experience focused on agile ways of working.
* Thorough knowledge of technical processes and life cycle methodologies (Agile, DevOps) from project management to software development and execution with clear understanding of impact to ITS skills.
* Demonstrated experience with change adoption, talent and transformation programs in support of agile/adaptive operating models and other ITS strategic programs.
* Deep experience with digital transformation at-scale with the ability to run a multi-year, multi-roadmap across all ITS with global scope.
* Strong experience and understanding of IT business management processes and tools, as well as business process re-engineering.
* Demonstrated experience driving and orchestrating IT transformations with quantifiable results.
* Proven ability to effectively partner with business stakeholders and vendors to build strong partnerships, foster good governance, ensure strategic business/IT alignment, and transform relationships.
* Demonstrated ability to lead metrics-driven continuous improvement in complex technology organizations linked to technology transformations.
* Strong collaborator with outstanding interpersonal and diplomatic skills, including the ability to facilitate, negotiate, and influence successful outcomes. Ability to influence decision makers through collaboration, education, and working partnerships.ย
* Demonstrated ability to lead teams and manage diverse multi-functional teams in multiple locations with global scaled agile IT delivery model.
* A deep passion for the mission of the WBG.
