Organizational Setting

FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.ย
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.ย
Specifically, FAO Country Offices:ย
โข ย ย advocate, inform and support policies and investments in the areas of FAOโs mandate;
โข ย ย provide technical assistance and deliver core services;ย
โข ย ย assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;ย
โข ย ย position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation;ย
โข ย ย ensure risk-smart and accountable operations and management. ย
The position is located at the Representation Office, Islamabad.ย
Reporting Lines
The Logistics Expert shall report to the Deputy FAOR, through Assistant FAOR Administration. He/she will coordinate and report to the CSLD Logistics Unit for Technical Matters.
Technical focus
He/she shall coordinate quality control for the stored inputs, transportation, receipt, storage, off-loading, monitoring physical distribution plan, and reporting completion shipments deliveries to procurement for payment. ย The Logistics Expert will work closely with procurement, program, administrative staff, and other internal stakeholders to ensure comprehensive reporting, support, and assistance to all project activities. This position requires diligence, dedication, and a capacity to handle numerous duties within a changing environment.
Tasks and responsibilities
โข ย ย Ensure monitoring, and detailed recording of all warehouse and stock movement activities consistent with FAO procedures requiring complete accuracy and timely delivery;
โข ย ย Ensure proper warehouse management. This includes storage space, condition, and the actual storage of stock;
โข ย ย Coordinate with procurement and other units to obtain needed materials with particular attention to cost control, quality and timely delivery;
โข ย ย Ensure reporting of completed deliveries to procurement for processing of payments;
โข ย ย Ensure maximum availability and implementation of controls and monitoring mechanisms for all logistics operations such as vehicles, and all other technical items using either petrol, diesel or kerosene to maximize efficiency and ensure regular maintenance;
โข ย ย Ensure proper inventory management; including ย regular and timely transmission of pipeline, logistics monitoring information, stock levels and distribution status to programmes and logistics focal point at national level.ย
โข ย ย For emergencies: Coordinate with logistics cluster, and ensures FAO interest and supplies are given appropriate priority;
โข ย ย Monitor and oversee asset management by regularly updating asset register as required;
โข ย ย Prepare stock movement and fleet reports, as well as a logistics reports;
โข ย ย Maintain regular coordination with the Operation, Admin, procurement, and Programme teams through weekly check-ins and provide timely updates on all ongoing logistical activities, including submitting regular logistics updates. Maintain familiarity with relevant logistics legal compliance issues such as tax exemption policies of host government in order to ensure compliance;
โข ย ย Support the logistics team in Islamabad and field offices to ensure effective performance and smooth coordination of logistics activities;
โข ย ย Collaborate closely with procurement, program, administrative staff, and other internal stakeholders and provide support to all project activities.ย
โข ย ย Implement risk mitigation plans and ensure business continuity measures are in place for logistical operations;
โข ย ย Ensure that the FAO standard logistics policy and forms are consistently used, readily available, and completed accurately and timely by the inspection company, transporters, vendors and field staffs;
โข ย ย Ensure appropriate filing of all, waybills, inspection reports, copies of invoices, delivery notes & orders (national and international) to ensure accurate tracking and documentation for audit purposes;
โข ย ย Maintain accurate logistics filing systems (equipment manuals, maintenance schedules, waybills, invoices, etc.) for audit purposes. Establish a comprehensive supplier delivery tracker to inform internal stakeholders about the status of accomplishment of purchase order deliveries at all stages of the supply chain. Participate in FAO programme planning and progress meeting with UN logistics cluster and follow up with the action points agreed;
โข ย ย Anticipate logistics risks and disruptions (security, infrastructure), develop countermeasures, and support end-to-end supply chain analysis and knowledge-sharing activities
โข ย ย Improve the professional capacity of the national logistics staff by providing them with regular training on relevant logistics topics.
โข ย ย Perform other related duties as required

Minimum Requirements
ย ย
โข ย ย Technical diploma in supply chain management, procurement, contracting or logistics.
โข ย ย Minimum 10 years of progressively responsible professional work experience at the national and international levels in logistics management and/or supply chain management.ย
โข ย ย Experience with Inventory Management Systems and / or Supply Chain Management Systemsย
โข ย ย Working knowledge (level C) of one FAO language (English, French, Spanish, Arabic, Chinese, Russian) relevant to the assignment
