JOB TITLE: Emergency Preparedness Officer (for TImorese National only)
TYPE OF CONTRACT: Service Contract (SC8)

DUTY STATION (City, Country): Dili, Timor-Leste
DURATION: 10 months (with the possibility of an extension)ACCOUNTABILITIES/RESPONSIBILITIES:
Support the project development and implementation of the Global Logistics Cluster supported Emergency Preparedness Programme (former Field Based Preparedness Project/FBPP) and broader emergency preparedness and response portfolio. The role will ensure activities are planned and implemented in an integrated and sustainable manner as part of efforts to further strengthen local systems and capacities.
Reporting lines:
โข WFP Country Office, Timor-Leste: The Emergency Preparedness Officer will report to the Head of Supply Chain and is expected to coordinate frequently with field support staff and CO Management.
โข Global Logistics Cluster: to ensure alignment with corporate strategy and obligations, the Emergency Preparedness Officer will โ in coordination with the Head of Supply Chain โ provide reports to the Regional Logistics Cluster Officer, Global Emergency Preparedness Lead, or designated emergency preparedness desk officer, about all activities related to the Logistics Cluster and to ensure alignment with Global Logistics Cluster emergency preparedness strategy, including regular information sharing and updates in coordination with the Head of Supply Chain or designated desk officer.
DELIVERABLES FOR THE ASSIGNMENT:
โข Ensure the continued involvement of all relevant stakeholders in regular Logistics Technical Working Group meetings and contribute to furtherance of the logistics preparedness activities in line with national priorities, WFPโs country strategic plan (CSP), Emergency Preparedness and Response Plan (EPRP) and Global Logistics Clusterโs strategy.
โข Maintain a mapping of key humanitarian logistics and emergency preparedness stakeholders, identifying opportunities for WFP technical engagement.
โข Facilitate the establishment of a regular coordination channels (such as the Logistics Technical Working Group) with designated focal points including the Civil Protection Authority, National Logistics Centre, Ministry of Social Solidarity and Inclusion, etc. to plan and implement joint initiatives such as workshops, missions, data collection, etc.
โข Collect, analyse, and disseminate information related to emergency logistics preparedness with partners.
โข Participate in and support of scenario planning, emergency preparedness planning, emergency response planning activities, and other capacity building initiatives on emergency supply chain and logistics preparedness and response.
โข Provide technical and logistical support for training materials, facilitation, and post-training evaluations to assess effectiveness of capacity building strategies on supply chain management or emergencies.
โข Coordinate the operationalisation of the emergency logistic preparedness action plan, key performance indicators and measurement, and reporting throughout the whole project phase.
โข In case of a Logistics Cluster or Sector operation:1. Support the activation phase by briefing, linking to national entities and supporting EPRP related activities
2. Support the ongoing operation with network relations, partners coordination and information management
3. Support the phase out and closure of the operation as required
โข Represent WFP in relevant coordination or working group meetings. Contribute to Standard Operating Procedures, implementation plans and related guiding documents, and coordinate CO input as needed.
โข Support the CO in designing or implementing clear protocols and procedures to mobilise government or donor support for the proposed technical activities.QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree or similar, preferably in project management, logistics & supply chain, international development; international relations, data management, or a closely related field; or the equivalent combination of education and experience.
Experience: A minimum of 3 years of working experience in project management, and a minimum of five years of relevant professional work experience in a humanitarian development or response capacity, preferably in logistics or emergency management.
Knowledge & Skills:
Strong project management and inter-agency coordination skills. Strong writing
skills in developing plans, guidelines, reports, and meeting minutes to a
professional level that can be shared with the Government and partners. Ability
to make a positive contribution in a team-based environment and to work under
tight deadlines with minimum supervision; excellent interpersonal and
communication skills, with a level of communication suitable to build and maintain
relationships with officials and government counterparts; proficiency in Windows, MS office (Word, Excel, PowerPoint, Outlook) and data management systems;
willingness to work in challenging environments/field locations. Knowledge in
logistics operations and emergency response operations.Languages: Fluency in oral and written English and other local languages such as Tetum.
