Setting and ReportingThis position is located in the General Administrative Services Section, Programme Support and Management Services, Office of the High Commissioner for Human Rights (OHCHR) and reports to the Chief of the General Administrative Service Section in the Programme Support Management Service. ResponsibilitiesWithin limits of delegated authority, the Logistics Officer will be responsible for is responsible for the overall provision of logistics support for new and ongoing OHCHR activities at headquarters and in the field operations (i.e. procurement and contracting practices, inventory and property management, facilities management, real estate management, environmental management, provision of registry and mail services and other related logistics support โข Provide effective and timely planning, oversight, management, coordination and provision of diverse logistics-support operations and requirements; integrate and monitor the implementation of logistics support plans for all OHCHR operations, make recommendations on the most economical acquisition of accommodation, transport and communication equipment by purchase; lease or contingency agreements; provide technical advice on logistics and procurement activities to officials of substantive units; coordinate field requests for assistance with OHCHR branches; develop policy and procedures documentation for OHCHR logistics support; advising on logistics and technical support policy objectives to effectively support headquarters and field offices. โข Participate in planning meetings on both the start-up and liquidation phases of field offices including disposal of equipment; participate in or lead technical survey missions and verification missions; Liaise between field missions and Headquarters staff on logistics/procurement matters including but not limited to office accommodation, transport, communication and other assets and equipment. โข Contribute to development of institutional logistics and procurement policies and procedures; develop plans and procedures for assessing material, planning and costing of operational budget; conduct studies and provide advice on general planning, acquisition and maintenance of building /facilities for new and expanding field offices. โข Liaise between field missions and Headquarters staff on operational matters and coordinate regular logistics support; plan and coordinate logistics support to new, sustaining, expanding, contracting and liquidating OHCHR field offices operations. โข Provide direction, capacity building and guidance to staff in the field, thereby strengthening the field operations in accordance with OHCHR 2.0 and the Delegation of Authority. โข Liaise with potential partners such as DPKO, UNDP, WFP et al in developing arrangements for access to equipment for new and expanding field offices. โข Lead, mentor and supervise the work of a team delivering procurement, logistics, facilities, asset management and registry services. โข Ensure the global portfolio of leases, contracts, service level agreements (SLAs) and MOUs are managed and monitored on an ongoing basis to effectively support OHCHR global operations. โข Support the work of the sustainable environmental management (SEM) group to incorporate sustainability in OHCHR operations. โข Support management and administrative matters such as reporting on performance, audits and responses to management requests. โข Perform other duties as assigned. EducationAn Advanced university degree (Masterโs degree or equivalent) in business administration, public administration, engineering, law or other relevant field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Work ExperienceAt least 7 years of progressively responsible experience developing and managing diverse logistics operations in commercial or international organizations both in the field and at Headquarters is required Experience in logistics for field operations at the United Nations (UN) or in similar organizations is desirable. Experience in headquartersโ support of overseas programmes and operations with the ability to coordinate multiple, simultaneous projects is desirable. Experience and knowledge of the SAP system and knowledge of procurement and financial rules and regulations of the UN or similar organizations is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat.
