Purpose of the Position

In the context of the WHO Health Emergencies incident management system, the incumbent will have the overall responsibility for managing the supply requisitions placed for OSL emergency response, ensuring an end-to-end follow-up, and guaranteeing an effective and efficient requisition process at the incident site level.

Objective of the Programme and the Immediate Strategic Objectives

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

Organizational context

Reporting to the Custom clearance officer under the overall guidance of the Incident Manager and Head of WHO Country Office, and within the delegated authorities, the incumbent is a team member within the OSL team and will support custom clearance and inbound management and follow-up for the WHO emergency response.

Summary of Assigned duties

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the organization.

  1. Provide timely, proactive support to the custom clearance forย 

    management of inbound supply chain activities.

  2. Regularly monitor the status of incoming shipments and provide required information to GSC shipping team, WHO freight forwarders and suppliers.

  3. Review shipping documents and pre-advice from suppliers and freights forwarders and suggest amendments and improvements if necessary.

  4. Ensure shipping documents are correct and correspond to country importation and custom requirements.

  5. Provide greenlights to ship the goods and monitor the progress of shipment from country of origin to destination.

  6. Share timely information of incoming shipments with warehouse team to make them ready for receiving shipments.

  7. Follow up with warehouse team for receiving reports and obtain signed copies of documents confirming good reception of items.

  8. Follow up with warehouse team, GSC shipping team, transporters, and other internal and external stakeholders in case of discrepancies in shipments.

  9. Manage archives related to inbound and update relevant tracking sheets and reporting tools when required.
