Expected duration26.01-31.03.2026 Duties and ResponsibilitiesBackground of the assignment: The United Nations Office on Drugs and Crime (UNODC), through project GLOPC1, implements the Passenger and Cargo Control Programme (PCCP) under the Border Management Branch. The PCCP aims to strengthen the capacity of Member States to prevent and combat transnational organized crime, including illicit trafficking of drugs, weapons, and other contraband, by improving risk management, inspection, and control of cargo containers and passenger flows at ports, airports, and land border crossings. As part of programme implementation, UNODC supports the establishment, refurbishment, and upgrading of Port Control Units (PCUs) including related operational facilities and infrastructure. These activities require specialized technical expertise to ensure that construction, rehabilitation, and maintenance works comply with UN standards, safety requirements, and local regulations. Specific tasks to be performed by the Individual Contractor: Under the overall guidance of PCCP Regional Programme Coordinator, overall coordination of O-i-C UNODC Programme Office in Tajikistan, and direct supervision of PCCP National Programme Associate in Tajikistan, the Civil Engineer shall perform the following tasks in connection with canopy construction at Fotehobod Customs post, Tajikistan: 1. Prepare sketch drawings, production drawings and detailed drawings by hand or by using computer-aided design (CAD) equipment, and combine structural, mechanical and artistic elements, including plumbing and heating units and electrical outlets 2. Observe, inspect and monitor building work, to ensure that it is progressing according to the contract and specifications. 3. Prepare appropriate monitoring plans to ensure timing and quality of implementation; 4. Train and ensure that contractors prepare work plans for the implementation of the contract; 5. Advise contractors on the on-time the delivery of materials, plant and equipment needed for the construction project and supervise labour; 6. Establish detailed programs for the coordination of site activities; 7. Prepare engineering calculations required for the design of project, operate computers to assist with the design of civil engineering projects; 8. Calculate quantities of material required for building projects; 9. Arrange delivery times of materials to coincide with various stages of the building process; 10. Supervise the work of subcontractors to ensure construction works are of an acceptable standard and are proceeding according to schedule; 11. Inspect that finished works are within specifications and in line with the regulations of civil engineering works and organize and supervise maintenance and repair work; 12. Manage the work on hand over the finished hangar from Vendor to UNODC; 13. Supervise and monitor the renovation progress through regular visits (from three visits and up ) to site. 14. Check the accuracy of the provided Works Acceptance Certificates and accept repaired premises 15. Submit monitoring reports of progress and putting object into operation for each location 16. Submit final report on completed tasks and evaluation of works. Indicators to evaluate the Individual Contractorโs performance โข Timely Delivery All agreed deliverables are submitted within established deadlines and contractual timelines. โข Quality of Technical Outputs Engineering drawings, calculations, and documentation meet required technical standards, specifications, and regulatory requirements, with minimal revisions. โข Effective Site Supervision Construction works are properly supervised and monitored, progressing in accordance with approved plans, schedules, and quality standards. โข Compliance and Quality Control Completed works comply with civil engineering standards, safety requirements, and applicable regulations, and are accepted without major deficiencies. โข Coordination and Communication Effective coordination with contractors and sub-contractors and timely, clear communication with UNODC and stakeholders, including in writing as appropriate, are demonstrated. โข Reporting and Documentation o Progress, monitoring, and final reports are accurate, complete, and submitted as required. o Duly formed and signed reports should be submitted for all tasks specified in the Terms of Reference. o The Engineer undertakes to provide reports in Russian according to the schedule from date of contracting on the basis of the results achieved in an agreed format for all activities performed during the assignment. o All potential travel documents, justifying site visits performed in line with ToR shall be timely submitted to UNODC. โข Handover and Completion Facilities are successfully handed over to UNODC, with acceptance documentation properly verified and finalized. Qualifications/special skillsโข High school diploma or equivalent is required. โข Valid (State) Certificate on Qualification to Conduct Engineering Works is required. โข Valid (State) Certificate on Qualification to Conduct Building and Installation Work is required โข Formal qualifications or certifications from a recognized national or international educational institution in Civil Engineering, Construction or related field is required. A minimum of 10 years of professional experience in engineering, construction and architecture works is required; Experience in supervising installation works at construction sites, including coordination with government authorities, contractors, and international organizations is required Previous experience working with UN agencies, international organizations, or donor-funded projects is desirable LanguagesFor this position, oral and written fluency in Russian is required.
