ContextUNFPA is seeking candidates who transform, inspire, and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results. The Local Equality Expert will support the design, planning, and management of UNFPAโ€™s programmes, including humanitarian operations in the assigned provinces, according to approved work plans and UNFPA programme procedures. This will involve managing data inputs, providing logistical support, monitoring project implementation, and following up on recommendations. The Local Equality Expert will play an instrumental role in facilitating UNFPAโ€™s programme and Women Friendly Cities (WFC) Phase 3 Programme project implementation, supporting design, planning and management in the provinces where the programme is implemented. The incumbent will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesizing and analyzing relevant information, developing appropriate mechanisms and systems and ensuring compliance with procedures. When necessary, the Local Equality Expert will provide support to UNFPAโ€™s other programmes and coordination work at the provincial level, including humanitarian operations. NOTES: 1) The provinces may vary depending on the project's needs. Diyarbakir is selected as the duty station for this assignment, with frequent travel to Mus expected. 2) It is planned to extend the UNV contract of this assignment for an additional 6 months following the initial 6-month period as advertised here, though an extension is not guaranteed. The UNV contract extension of this assignment depends directly on high-quality deliveries, satisfactory performance, the continuation of the mandate, availability of funding, and operational necessity.

Task DescriptionUnder the overall guidance of the Programme Analyst, Women Friendly Cities (WFC), and the direct supervision of the Regional Field Coordinator, WFC, the UN Volunteer will undertake the following tasks: -Contribute to mapping local services provided by local authorities, government stakeholders, and NGOs. -Regularly visit municipalities and meet with public stakeholders and NGOs in the provinces s/he is responsible for. -Support monitoring of implementation units through the use of standardized tools and checklists. -Support communication with implementing and local partners (municipalities, deputy and district governors, provincial directorates of family, labour and social services, NGOs, etc.) to facilitate the implementation of programme activities and organize joint activities, including awareness-raising and empowerment initiatives targeting beneficiaries of the WFC Programme. -Support monitoring of service providers in relevant UNFPA service units to ensure that services are provided in line with established procedures and that reporting/data collection is completed in a timely and accurate manner. -Support monitoring of cooperation mechanisms between municipalities and NGOs, identifying bottlenecks and deviations from standards. -Support monitoring of referral systems of UNFPA-supported WFC municipalities and NGOs, identifying bottlenecks, and producing and implementing solutions together with UNFPA partners, as approved by the UNFPA Programme Specialist (Gender), Programme Analyst (WFC), Regional Field Coordinators (WFC), and relevant Humanitarian Programme staff. -Support partners in data collection and the operationalization of online platforms. -Attend local inter-agency meetings (including health, protection, basic needs, etc.) and local coordination meetings, and report on developments to the Ankara Office, including relevant Humanitarian Programme staff. Deliver documents and presentations on UNFPA programmes as requested. -Support UNFPAโ€™s networking with NGOs in the field and liaise with local authorities, as approved by the UNFPA Programme Specialist (Gender), Programme Analyst (WFC), Regional Field Coordinators (WFC), and relevant Humanitarian Programme staff. -Support collaboration between gender and health actors at the provincial level. -Make meeting and visit arrangements for field missions. -Support the organization of local project events (meetings, workshops, seminars, trainings, etc.) in the covered province(s), as requested by the Programme Analyst (WFC), and arrange trainings if requested by the team. -Submit weekly reports on activities, including visits to local authorities, service units, and partners. -Perform other duties as required. Furthermore, UN Volunteers are encouraged to integrate the UNV programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate part of their working time to some of the following suggested activities: -Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications, and actively participate in UNV activities (e.g. events marking International Volunteer Day on 5 December). -Familiarize themselves with and build on traditional and/or local forms of volunteerism in the host country. -Provide annual and end-of-assignment self-reports on UN Volunteer actions, results, and opportunities (via https://vra.unv.org). -Contribute articles/write-ups on field experiences and submit them for UNV publications, websites, newsletters, press releases, etc. -Assist with the UNV Buddy Programme for newly arrived UN Volunteers. -Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to make use of the UNV Online Volunteering service whenever technically possible.
