Background of the assignment: As the global guardian of the United Nations standards and norms in crime prevention and criminal justice the United Nations Office on Drugs and Crime (UNODC) is mandated to support Member States in upholding the rule of law, promoting crime prevention and effective, fair, humane and accountable criminal justice systems. Within the framework of the UNODC Regional Programme for Eastern Africa (2016-2021), and in close cooperation with the Regional Section for Africa and the Middle East at UNODC headquarters, the Crime Prevention and Criminal Justice Programme of ROEA seeks to implement these objectives through support to major justice reforms processes undertaken by East African States. In line with this mandate the UNODC project โ€˜Programme for Legal Empowerment and Aid Delivery in Kenya - Phase II (PLEAD II)โ€™ aims to support the Government of Kenya to reinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system, and use technology as an enabler of justice. Anti-corruption and digitalisation will feature as central components of the Programme while improving the coordination of criminal justice responses to corruption and strengthening the capacity of justice actors to investigate and prosecute large-scale corruption cases. An emphasis on the expanded use of technology will seek to improve the effectiveness and accessibility of service delivery in the justice sector to all citizens. In adherence with this mandate, and in line with the priorities of the UN Kenya Sustainable Development Cooperation Framework 2022-2026, the second phase of the Programme for Legal Empowerment and Aid Delivery in Kenya (PLEAD II) was designed to support the Republic of Kenyaโ€™s adherence to international norms and standards on crime prevention, criminal justice, anti-corruption and human rights. The design of PLEAD II is informed by Kenyaโ€™s justice sector reform agenda, current priorities of key criminal justice institutions and citizensโ€™ expectations, as well as the achievements and lessons learned during phase one of PLEAD. The Programme is funded by the European Union and targets nineteen (19) counties in Kenya namely: Kisumu, Nairobi, Mombasa, Uasin Gishu and Nakuru, Wajir, Mandera, Lamu, Tana River, Marsabit, Isiolo, Garissa, Meru, Kericho, Kisii Bungoma, Kakamega, Migori and Narok. 2. Purpose of the assignment: The primary objective of this consultancy is to to provide technical and subject matter expertise in the analysis of the EACC Integrated Case Management System (iCMS) and to conduct a detailed technology stack analysis for the proposed EACC case management system, with a focus on AI integration. The analysis will: - Evaluate current and emerging technologies relevant to case management systems, including AI-driven solutions. - Recommend a scalable, secure, and cost-effective technology stack that meets EACC's functional, non-functional, and security requirements as well as best industry practices, with a focus on AI capabilities. - Identify and prioritize AI use cases to enhance system functionality and operational efficiency. - Provide a roadmap for the implementation, integration, and adoption of the recommended technology stack, including AI components. 3. Specific Tasks to be performed by the consultant: The Consultant will work closely with the Ethics and Anti-Corruption Commission (EACC), the European Union (donor), and the United Nations Office on Drugs and Crime (UNODC, ROEA, and Headquarters) to perform the following substantive duties for the development of the Integrated Case Management System (iCMS): a) Gather and Document System Requirements: Collaborate with EACC to collect and document detailed requirements for the iCMS, ensuring alignment with organizational goals. b) Conduct Stakeholder Consultations: Engage EACC stakeholders through workshops to understand operational needs, challenges, and expectations for the case management system. c) Analyze Functional and Non-Functional Requirements: Identify requirements for case tracking, document management, reporting, AI-driven analytics, scalability, security, and performance. d) Evaluate Technology Trends and Solutions: Review current trends in case management systems, assessing cloud-based, open-source, proprietary, and AI-driven tools across front-end, back-end, database, integration, security, and hosting layers. e) Propose AI Use Cases: Identify and evaluate AI applications (e.g., NLP, predictive analytics, ML for anomaly detection, intelligent automation) for feasibility, benefits, and risks. f) Recommend Technology Stack: Propose a technology stack aligned with EACCโ€™s needs, budget, and operational requirements, incorporating AI components where applicable. g) Provide Technical Training: Train EACC staff and system users across departments to ensure effective use and management of the iCMS. h) Develop Comprehensive Report: Create a detailed report with requirement analysis, technology review, AI use case assessments, recommendations, and a high-level roadmap for iCMS adoption. Qualifications/special skillsAn advanced university (Master or equivalent) degree in IT, Artificial Intelligence, Computer Science, software engineering or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. โ€ข A minimum of 07 years of experience in IT, or AI, consulting with a focus on technical analysis and system integration is required. โ€ข Experience in planning, executing, and delivering IT projects, with demonstrated knowledge of international best practices, particularly those from EU Member States is highly desirable. โ€ข Experience in designing and delivering technical training programs for diverse groups such as system users is desirable. โ€ข Strong knowledge of AI technologies, including machine learning, natural language processing, and predictive analytics is desirable โ€ข Experience with cloud computing, cybersecurity, and software development frameworks is required. โ€ข Experience in collaborating with various stakeholders, including government agencies, to understand their needs and provide tailored solutions is desirable. โ€ข Experience in working with EU funded projects is desirable.
