Background:

In 2022, the Mission conducted preparatory work for the establishment of an Advisory Board on the rights of national minorities at the central level. All regulatory documents related to the establishment of this mechanism were developed.


In 2023, the Mission supported the creation of the Advisory Board by ensuring the signing of the Memorandum of Understanding (MoU) between the Equality Council, the Ombudspersonยดs Office and the Agency of Interethnic Relations and the subsequent selection of the members of the Board. The mandate of the Advisory Board is to advocate for the rights of national/ethnic minorities, including analysing related national reforms/policies and provide policy recommendations.


In 2024, the Mission contracted a local consultant to provide technical assistance to the Advisory Board and facilitate its regular meetings.
Based on lessons learnt from last year, the Mission will strengthen its support to the Advisory Board in 2025 in order to enable its effective operation and enhance its role as a consultative body in the country as well as ensure its greater visibility and sustainability.

Objective of Assignment:

The Human Rights (Human Dimension) Programme requires the services of a Local consultant on national minorities to provide co-ordination, operational and administrative support to the Advisory Board on National Minorities.

Duration of Assignment:

Thirteen days, in the period from September to December, 2025.

Tasks and Responsibilities:

Under the overall supervision of the Human Dimension Officer and National Programme Officer, the successful candidate will be tasked with the following duties:

Co-ordinating the organization of regular meetings of the Advisory Board on national minorities (at least three (3) meetings in the period September โ€“ December 2025) โ€“ 3 days; Liaising with the members of the Board and various stakeholders (public institutions, relevant NGOs, independent experts, etc.) on issues related to the activity of the Board โ€“ 3 days; Drafting meeting minutes, maintain the archive of the Boardโ€™s documentation (including reports, policy recommendations, etc.) โ€“ 3 days; Establishing a social media profile for the Advisory Board: draft and regularly distribute social media updates about its work โ€“ 2 days; Upon completion of the assignment, drafting a concise report based on lessons learnt โ€“ 2 days.

Necessary Qualifications:

University degree in social or political science, law, international relations, or other relevant fields; At least three (3) years of professional experience in the field of human rights, promotion of the rights of national/ethnic minorities, or other related fields; Knowledge of national and international standards in the field of human rights and national minorities; Awareness about local human rights issues; Experience in drafting and analysing policy documents; Proficiency with basic computer programs including MS Office and database systems; Excellent communication skills, ability to work in a team, punctuality, proactivity, demonstrated analytical skills; Fluency in Romanian and Russian languages.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
