Description of the Assignment: Local Consultant - Joint Final Independent Evaluation
Period of assignment/services: 33 person-days spread from August 2025 to February 2026
Competencies and Qualifications:
The Consultant should possess the following qualifications:
路 Advanced university degree (master鈥檚 degree or equivalent) in sociology, development studies, political science, peace and conflict studies, international relations, public administration, or other related field.
路 At least 4 years of demonstrated experience at the national or regional level in monitoring, evaluation, reporting, or research on peacebuilding, durable solutions to displacement, or other related interventions is required. Familiarity with the UN (including its Agencies, Funds, and Programmes) is required, while familiarity with the PBF is a strong advantage.
路 At least 4 years of demonstrated experience in mixed methods research and participatory, gender-, and youth-sensitive data collection approaches is required.
路 At least 5 years of experience working in the BARMM, in relation to the peacebuilding process, political, cultural, and socio-economic context, and internal displacement. A well-established network within the BARMM MOAs, local CSOs, community organizations, and IDP communities is a strong advantage.
路 Fluency in spoken and written English and Filipino Tagalog is required. Working knowledge of Maguindanaon, Maranao, Teduray, or other local BARMM language is a strong advantage.
