Project Context and Scope
ย With support of the IOM Development Fund, IOM Mission in Armenia is implementing the project โCombatting Trafficking in Persons in Armenia: Improving Victim Identification and Referral Systemsโ. This two-year project aims to strengthen migrant rights protection and combat human trafficking in Armenia. In the framework of the project, IOM Armenia initiated a comprehensive review of the National Referral Mechanism (NRM), which includes legislative changes and introduction of early warning indicators for identification of potential victims of trafficking in persons (VoTs). ย To improve the skills of relevant actors in the identification and referral of VoTs within the context of the revised NRM, the workshop will provide comprehensive training on the new NRM system, recognizing trafficking indicators, conducting assessments, and understanding the legal frameworks surrounding VoT identification and referral. Emphasizing a victim-centered approach, this workshop prioritizes the protection of VoTs throughout the identification and referral process. ย A simulation exercise will provide the opportunity to test the new NRM, as well as to build the capacity of local actors for an improved referral process. This exercise will create a simulated environment where stakeholders will be able to actively engage and practice using the new mechanism. The exercise will serve as a capacity-building opportunity for local actors, enabling them to familiarize themselves with the revised system, understand their roles and responsibilities, and enhance their ability to effectively respond to trafficking cases.

Under the overall supervision of the Head of Office and the direct supervision of the Programme Officer, as well as in close cooperation with relevant stakeholders, the local consultant will perform the following tasks:
I.ย ย ย Support the design of a methodology for conducting a simulation exercise.
- Assist the lead consultant in inputting the agenda and advise roles for trainers, participants, and observers.
- Support the development of the core components of the real-life case scenario, ensuring relevance to the Armenian NRM context.
- Support the drafting of selected participant materials and simulation tools (e.g. handouts, briefs, evaluation forms) under the guidance of the lead consultant.
- Participate in consultations with IOM and relevant stakeholders; provide technical input based on knowledge of national anti-trafficking practices and procedures.
- Support the review and integration of feedback from stakeholders and IOM during the validation of materials.

II.ย ย Provide support during the simulation exercise
- Thematically guide the organization of the simulation exercise for the participating stakeholders; carefully monitor, collect and consolidate key recommendations in the area of identification and referral of VoTs observed during the execution of the simulation exercise.ย
- Provide real-time technical guidance to participants, including clarifying roles, answering content-related questions, and facilitating understanding of NRM processes.
III.ย Contribute to reporting and follow-up.
- Contribute to the report on the organizational and thematical/substantial aspect of the simulation exercise, both in terms of improving the quality and in the procedural aspects of cooperation amongst the NRM actors.
- Participate in the closing workshop together with the lead consultant to present the findings and recommendations based on the results of the exercise.

Category B Consultant is hired to provide the bellow deliverables, according to the proposed timeline:

- In cooperation with the lead consultant, contribute to the development of the simulation exercise methodology.
- Along with the lead consultant, validate the methodology at the workshop with key stakeholders prior to the simulation exercise.
- Assist facilitation of the simulation exercise: observe the running of the exercise, actions of the participants, provide guidance and recommendations on the NRM procedures when required.
Deliverable 2
- Contribute to the post-exercise report, providing recommendations based on the observations collected during the exercise.ย
ย The Consultant Evaluation will be carried out based on the following indicators: Understanding of the scope of the assignment. Professional competence and mastery of the subject matter of the consultancy. Written and verbal communication skills, including report writing. Delivering results consistent with the agreed Terms of Reference. Accurately judging the amount of time and resources needed to accomplish a task. Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clientsโ needs. Upholding and demonstrating the values of IOM in the daily consultancy activities. Education
Bachelor's Degree in the relevant field.
Experience At least 5 years of proven experience in the area of combatting trafficking in persons, particularly in Armenia. Proven knowledge of anti-trafficking legislation and frameworks in Armenia. Previous experience in organizing and delivering professional capacity building activities for government authorities and civil society actors. Experience in working with public administrations, local authorities, and institutions/organizations working on combatting trafficking in persons, migration management or other related issues at national level.ย Experience in working with international organizations and UN agencies is an advantage. ย LanguagesFluency in Armenian and English is required (oral and written).
