Project Context and Scope
The IOM office in Armenia opened in 1993, when the Republic of Armenia became an IOM Member State. For three decades, IOM Armenia has been instrumental in shaping migration policies and management reforms through policy advice, the generation of high-quality evidence, capacity building, technical assistance, and assistance diverse migrant groups.ย IOM works closely with the government to support the countryโs migration governance. IOM Armenia assists the Government of Armenia in developing and reforming its migration governance system through the provision of assistance to stakeholders for enhancing the relevant policy and regulatory frameworks, as well as the provision of technical assistance.ย IOMโs expertise before, during and after the onset of crises crosses various sectors namely Shelter/Non-Food Items, Early Recovery, Protection and Health. In coordination with the Government of Armenia, local authorities and humanitarian and development partners IOM is supporting sustainable livelihoods and the socio-economic integration of persons in vulnerable situations, including refugees, migrants and returnees. In light of the EU approximation process ย IOM aims to continue being a key partner and supporter of the Government of Armenia is its efforts of digitalization, legal reforms, border management and its objectives of alignment of its practices to international and European standards. As such, IOM and its partners visibility will be key to ensure progress in that aspect.

ย โCombatting Trafficking in Persons in Armenia: Improving Victim Identification and Referral Systemsโ project - PX0442,ย โEmpowering Livelihoods and Economic Vitality in Fragile and Conflict Zones (ELEVATE) in Middle East and CISโ - CS1298ย Tasks to be performed under this contract ย
Under the direct supervision of the Head of Office, and in consultation with the Programme Officers and the relevant Project Staff the consultant will be responsible for the following tasks:
- ย Develop a focused communication strategy, including a clear workplan, measurable results, and a budget, to elevate migrant rights in Armeniaโhighlighting the importance in the process of the migration policy development.ย Prioritize the (re)integration and protection of migrants, refugees, and returnees, placing human rights and well-being at the forefront.
- Communicate with the IOM Armenia Head of Office and Programme Officersย and the relevant Project Staff to follow up project updates and coordinate with the project team if necessary.
- Lead the drafting of digital content and post creation for the Missionโs social media accounts and website, as well as scheduling social media posts according to the adopted strategy.ย
- Maximize the visibility of the social media platforms used by IOM Armenia and develop strategical initiatives to create additional platforms.
- Assist in the coordination of public awareness and advocacy campaigns with IOM Armenia project team, partner organizations and relevant stakeholders.
- Assist in preparation of the donor or institutional periodic reports.
- Gather, develop, and disseminate public information on activities related to the human rights of migrants and efforts of the Government of Armenia and IOM towards the achievement of the Sustainable Development Goals (SDGs), and the Global Compact for Migration (GCM).
- Assist with translating social media posts into Armenian /English and respond to Armenian messages and comments received on Facebook, Twitter and Instagram. Draft and translate human interest stories and other outreach and visibility materials to/from English from/into Armenian and in editing Armenian content in some deliverables.ย
- Support in implementing IOMโs branding policy: Ensure that all reports, info sheets, banners, and other products are produced in line with IOM graphic guidelines for the projects implemented in Armenia and implement donor visibility guidelines.ย
- Support the organization of the public events, and assist in drafting press briefing notes, news stories and images showing IOM's work in the country.
- Assist with other communications-related tasks as needed such as photography and video shooting for project implementation.ย
- Monitor the partner institutionโs and donorโs social media pages.ย
- Draft and submit to the Head of Office IOM Armenia monthly communication updates to track the progress.ย
- Assist in drafting news articles for the Missionโs website in coordination with the project staff and update the website with relevant information in coordination with the ICT and Information Management Units.ย

- ย ย Excellent writing skills in several different styles/tones including impeccable spelling and grammar in ย Armenian and English,ย
- Strong working knowledge of Microsoft Word, Excel, Power Point, and other Microsoft applications,
- Strong understanding of new and evolving technologies and digital platforms,ย
- Proven strong organizational skills and practical experience of how-to multi-task, prioritize and work independently,ย
- Knowledge of donor reporting guidelines a plus,ย
- Working experience in development or humanitarian environment is desirable. Skills
