Background of the Assignment As the global guardian of the United Nations standards and norms in Crime Prevention and Criminal Justice, UNODC seeks to strengthen the rule of law through the prevention of crime and the promotion of fair, humane, and accountable criminal justice systems. To do this, UNODC provides Member States with expertise and advice to develop effective and responsible crime prevention strategies and policies and to build the capacity of their criminal justice systems to operate more effectively within the framework of the rule of law, while promoting human rights and protecting vulnerable groups. Within the framework of the Crime Prevention and Criminal Justice Programme, UNODCโs project titled โProgramme for Legal Empowerment and Aid Delivery in Kenya (PLEAD) Phase II, and seeks to โReinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system and use of technology as an enabler of justiceโ while addressing capacity needs and persistent bottlenecks affecting service delivery in the justice sector, advance digitalization to streamline the administration of justice and countering corruption to improve access to justice for all Kenyans, including those at risk of exclusion and marginalization. The PLEAD II component implemented by UNODC targets support to the following institutions in the justice chain (national partners): National Council on the Administration of Justice (NCAJ), Judiciary, Office of the Director of Public Prosecutions (ODPP), Probation and Aftercare Service (PACS), Witness Protection Agency (WPA), Directorate of Children Services (DCS), Ethics and Anti-Corruption Commission (EACC), Kenya Prisons Service (KPS) and National Police Service (NPS). On the other hand, the United Nations Development Programme (UNDP) will support Civil Society Organisations (CSOs) through its flagship Amkeni Wakenya facility. 2. Purpose of the Assignment The consultant will provide expertise to the PLEAD Programme through a range of actions contributing to the design and successful delivery of solar PV installations for various institutions within Kenyaโs justice sector, i.e. the Judiciary of Kenya, EACC and WPA. In undertaking this assignment. In undertaking this assignment, the consultant will ensure the quality, sustainability and efficient operation and maintenance of the delivered projects. The Consultant will also effectively coordinate communication with technical experts, suppliers, end-users and national stakeholders to ensure seamless implementation of the projects. 3. Specific Tasks to be performed by the Consultant Under the overall supervision of the Head of the Crime Prevention and Criminal Justice Programme, UNODC ROEA, and the direct supervision of the Programme Manager, in close coordination with relevant UNODC staff, the consultant will be responsible for the following tasks: a) Supervision of Solar System Installations Oversee and ensure the successful installation and commissioning of solar power systems at the following facilities: โข Nairobi Remand and Allocation Prison (Nairobi) โข Naivasha Prison (Nakuru) โข Butere Law Courts (Kakamega) โข Tigania Law Courts (Meru) โข Webuye Law Courts (Bungoma) โข Kehancha Law Courts (Migori) โข Ogembo Law Courts (Kisii) โข Marsabit Law Courts (Marsabit) b) Site Assessments and Installation Oversight Conduct physical site visits, develop detailed technical specifications, and oversee the installation of solar power systems at the following locations: โข Makadara Law Courts (Nairobi) โข Garissa Law Courts โข Migori Law Courts โข EACC Kisii Regional Office โข WPA Regional Office โ Kisumu (portable solar unit) โข WPA Regional Office โ Mombasa (portable solar unit) c) Advisory and Technical Support Provide additional technical and advisory support for other solar energy initiatives under the PLEAD programme, including guidance on maintenance, repairs, and any emerging technical needs. Qualifications/special skillsAn advanced university degree (Masterโs degree or equivalent) in Electrical Engineering, Building & Construction or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. โข A minimum of 5 years of working experience in electrical engineering is required. โข Experience working on solar power installations is required. โข Experience in working in Kenya and the East African Region is desirable. โข Experience in working with Kenyan justice sector actors in desirable. โข Work experience in the United Nations system or similar international organization is desirable.
