Project context and scope:
The International Organization for Migration (IOM) is supporting the Government of Uzbekistan in promoting safe and orderly migration through preparation, capacity building, and reintegration services. Under the Swiss Agency for Development and Cooperation (SDC)-funded โ€œLabour Migration Programme โ€“ Central Asia,โ€ within this framework, the IOM provides support to multiple governmental partners.

Given the growing scope of IOMโ€™s support to Uzbekistanโ€™s labour migration reforms, a dedicated liaison/communications expert is needed to ensure structured and effective engagement with key national partners, including the Migration Agency and Ministry of Employment. The expert will support relationship management, coordinate meetings, prepare joint communications, follow up on actions, and enhance visibility of shared resultsโ€”helping align IOMโ€™s support with government priorities and reduce miscommunication risks.

Organizational Department / Unit to which the Consultant is contributing: Labour Mobility Division (LMD)

Tasks to be performed under this contract โ€“ under the direct supervision Head of LMD/Senior Programme Assistant and overall coordination from the Chief of Mission (CoM):

Assist the Head of Labour Mobility Division/Senior Programme Assistant in identifying National Qualification Councils (NQC) of targeted destination countries and further selection; Collect and compile comprehensive information about each identified NQC, including its structure, functions, decision-making processes, and links to the national education system and organize the collected information into a clear and concise report format with recommendations; Support the Head of the Labour Mobility Division and relevant LMD project staff in maintaining effective communication and coordination with key governmental partners, including by preparing tailored talking points, meeting briefs, and follow-up notes. Draft clear and concise minutes of coordination meetings and high-level events, ensuring timely dissemination and follow-up on agreed actions. Assist the Head of LMD/Senior Programme Assistant in maintaining strong working relationships with communication focal points in government institutions such as the Migration Agency and the Ministry of Employment, ensuring open lines of communication and prompt exchange of information. Draft and edit public communication materials, including press releases, social media content, and promotional materials, in coordination with the relevant communications focal points. Assist in planning and executing public awareness campaigns and outreach events, including drafting messages, identifying audiences, and managing visibility materials. Conduct media monitoring and analysis on topics relevant to IOMโ€™s labour mobility work, identifying trends and supporting strategic messaging. Coordinate the collection and curation of quality photo and video content related to programme activities, liaising with external service providers when needed. Translate or draft correspondence and documents in Uzbek, Russian, and English as required. Perform other tasks as assigned by the supervisor in support of the Divisionโ€™s coordination and communication goals.

Talking points, meeting minutes, and reports are delivered on time. Regular engagement maintained with key government partners, with coordination or follow-up meetings facilitated and documented outcomes. Articles, success stories, or visibility pieces produced for publication or donor use. Website and social media content updated with relevant, accurate, and engaging information. Communication support provided for all major labour mobility-related events. The completion of monthly reporting to the Mission on the completed tasks.

Education, Experience, and/or Skills Required:

Bachelorโ€™s degree in communications, international relations, public administration, journalism, political science, or a related field. A Masterโ€™s degree is an advantage. Minimum of 3 years of professional experience in communications, public relations, or liaison roles, preferably within international organizations, development agencies, or government institutions. Proven experience in engaging with government stakeholders and facilitating institutional coordination. Experience in drafting high-level communication products, meeting notes, reports, and media content. Familiarity with labour migration, mobility programs, or development cooperation is a strong asset. Excellent written and verbal communication skills in Uzbek, English and Russian; proficiency in all three languages is highly desirable. Strong interpersonal and networking abilities, with demonstrated experience in relationship management with institutional partners. Ability to synthesize complex information and present it clearly and concisely for diverse audiences. Proficiency in MS Office and familiarity with content management systems (CMS), social media platforms, and visual content tools (e.g., Canva, Adobe Suite) is an advantage. Strong organizational skills and ability to manage multiple tasks under tight deadlines

Languages:

Excellent written and verbal communication skills in Uzbek, English and Russian; proficiency in all three languages is highly desirable IOMโ€™s official languages are English, French and Spanish.
