Project Context and Scope ย
The project โISIRHAP โ Italian Support to International Resettlement and Humanitarian Admission Programmeโ aims at supporting Italyโs commitment under the EU Resettlement and Humanitarian Admission Programme 2024โ2025, which foresees the admission of 2,100 individuals in need of international protection from Egypt, Libya, Iran, Turkey, and Niger. The project ensures the safe and dignified transfer of beneficiaries from countries of first asylum to Italy, following comprehensive pre-migration health assessments to determine fitness for travel and the need for medical escorts. It includes the organization of air and ground transportation, airport assistance at all stages, and coordination for the issuance of exit documentation. For resettlement beneficiaries, the project also provides a tailored Pre-departure Cultural Orientation Course and promotes awareness-raising activities within host communities in Italy to foster inclusive reception and integration. The objective of the consultancy is to independently evaluate and certificate the compliance with IOM standard regulations and procedures for service and supply procurement processes undertaken by IOM Italy, as per AMIF 2021-2927 Eligibility and Reporting rules Manual, producing 3 certificate opinions, to be attached to the IOM payment periodical requests to the Donor.

In the framework of the โISIRHAP โ Italian Support to International Resettlement and Humanitarian Admission Programmeโ project (CUP F89B24000340007), the consultant will be responsible for the evaluation and certification of compliance with IOM standard regulations and procedures for service and supply procurement processes undertaken by IOM Italy, as per AMIF 2021-2027 Eligibility and Reporting rules Manual. In particular, the incumbent will product 3 certificate opinions, to be attached to the IOM payment periodical requests to the Donor, respecting the following reporting schedule:
- First interim report in Italian, by 10 November 2025
- Second interim report in Italian, by 15 January 2026
- Third interim report in Italian, by 15 April 2026
