Learning Associate
Organizational Setting and Work Relationships
The Learning Associate assists in developing and implementing corporate learning solutions for colleagues across divisions, bureaux, and operations, contributing to a positive UNHCR learning culture.
Under the direct supervision his/her manager, the incumbent supports a wide range of learning activities, including the design, development, implementation, and evaluation of programs, workshops, and events.
The incumbent coordinates logistics, manages participant communications, and provides administrative support. S/he monitors and evaluates learning activities, analyses skills gaps, and identifies priority areas for training interventions.
The Learning Associate collaborates with internal and external stakeholders and manages relationships with vendors and technology service providers, ensuring beneficial partnerships.
The unit engages internally with divisions, bureaux, regional and country offices, and externally with partners on capacity-building and awareness-raising activities to ensure all UNHCR learning programmes are appropriately linked with functional components.

Duties
Assist in the design, development, implementation, learning and development programs, workshops, and events.
Coordinate logistics, schedule sessions, manage participant communications and provide administrative support to ensure the smooth delivery of learning programs.
Monitor and evaluate learning activities, collecting and analysing data to assess their impact and inform future program improvements.
Conduct research on emerging trends, best practices, and innovative methods in learning and development.
Analyse skills gaps and identify priority areas for training interventions in alignment with organizational goals.
Develop, maintain, and update the organization's skills catalogue to reflect evolving needs.
Collaborate with internal and external stakeholders to identify learning needs and deliver solutions.
Liaise with external vendors, consultants, and service providers to procure and manage learning services.
Ensure vendor deliverables are in line with contracts and the organization's standards.
Manage relationships with technology service providers and coordinate system updates or troubleshooting.
Oversee learning technology platforms, such as Learning Management Systems (LMS), ensuring optimal functionality and user experience.
Facilitate knowledge-sharing initiatives and manage platforms to promote collaborative learning and the exchange of best practices.
Maintain accurate records and documentation of learning activities and participant progress.
Prepare reports and presentations on program outcomes, participant feedback, and key performance indicators.
Act as a point of contact for learning-related inquiries and provide guidance to staff on available resources.
Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

These challenges have called for a more focused and impactful Learning and Development (L&D) model that better equips, within available resources, the workforce with the skills, tools, and management and leadership capabilities required to thrive in a dynamic and complex operational environment.
The strategic repositioning of UNHCR's L&D system and function will transition towards a skills-based approach that better synergizes learning, strategic workforce planning, data analytics and development, recruitment, deployment, and engagement efforts. To underpin this integration, the L&D function currently handled by the Global and Learning Development Centre (GLDC) will be embedded into DHRโs broader structure as one Section โ the Skills and Learning Section (SLS) in the Integrated Talent Management Service. The new Section will have two Units, the Skills Strategy Unit and the Performance and Leadership Unit.
The Integrated Talent Management Service (ITMS) will replace the current Assignments and Talent Mobilization Service (ATMS). Its objective is to ensure that UNHCR has the right talent in place through the integrated management of assignments, talent acquisition, and development. This involves, through SLS, building a high-performing, resilient, and engaged workforce by strategically investing in leadership, people management, and performance.
DCP: For this position, UNHCR requires an experienced learning associate, who works well across the organization and with multiple internal and external stakeholders: senior managers and technical specialists in Divisions, Bureaux, Entities and Operations globally. S/he must bring a deep experience and โup-to-dateโ expertise to support (and sometimes lead) the designing of skills-based learning solutions which includes managing and supporting clients and managing a mix of internal and external partners delivering different elements of the solution. The learning associate must have experience in โmixing and matchingโ external and internal resources to deliver designed solutions and experience in constituting and working in matrixed project teams (in the learning space) that design solutions to clients. Solutions should integrate learning related KPIโs and learning related monitoring as well as project management support to multiple learning projects managed by clients across an organization. Experience from building project management support systems for clients is a definite advantage. The incumbent must be able to demonstrate both hands-on learning solution design and hands-on project management of design teams in the learning space. Experience with agile end-user centered learning solutions designs from outside the UN is an added advantage.

Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
G6 - Salary range: NET 806,457 HUF - NET 944,644 HUF.

Annual leave: UNHCR staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar months of service (i.e. 30 working days per year).
Pension system: Staff members holding a fixed-term appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).
Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.

The future structure will be rolled out in August 2025 and will be supported by an organizational ecosystem for L&D relying on a close partnership with Divisions, Regional Bureaux and other entities.
