POSITION SUMMARY
General. Reporting to the project manager, the โMETHANE EMISSIONS REDUCTION ASSOCIATEโ position plays a critical role in the successful completion of the Lao PDR component of ASEAN-Korea Cooperation on Methane Mitigation (AKCMM).
Team composition. The Associate works closely with three other staff members hired under AKCMMโs Lao PDR component โ the Project manager and Methane Mitigation and Policy Analyst, the Waste Management Project Developer and Investment for Methane Mitigation and the Program Assistant โ all under leadership of the Lao PDR GGGI Country Representative. These three staff members will work as part of GGGIโs Lao PDR country team.
In addition to the Lao PDR country team, the Associate โ together with his/her AKCMM project colleagues โ will also receive guidance from the Asia Regional Office since AKCMM is a regional project being undertaken in ASEAN Member States. Staff members from the regional office will lead the delivery of AKCMMโs regional elements and share best practices of/lessons learned from other GGGI country teams.
Primary role
The Associateโs main responsibility is to successfully support the Project Manager (Policy Officer) to complete all activities under Output 1 and 2 and thereby contribute to improved MRV of methane emissions in Lao PDR. The activities are:

Support the project by drafting blogs, briefs, and presentation decks for Output 4
Undertake all tasks required to comply with administrative and reporting rules of the Government of Lao PDR, GGGI HQ, AKCF, and the ASEAN Secretariat (with respect to Output 1).
PURPOSE
The Associate is supporting the PM with the tasks as described above, but mainly related to Output 1, 2 and 4, the position undertakes both technical and administrative tasks. Specific tasks include, among others,
Support Project Manager in analyzing methane emission data, including its source(s) and methodologies, the Associate will work closely with government officials to assess and enhance their reporting accuracy in line with comments received from the UNFCCCโs International Consultation and Analysis (ICA) process. This includes conducting detailed assessments of existing measurement, reporting, and verification (MRV) frameworks, particularly in the agriculture and waste sectors, identifying gaps, and providing recommendations for improvement in the Biennial Update Reports (BURs) and other key submissions. Lao PDR has an existing program and strong support to the relevant Government entities in charge of reporting to the UNFCCC โ this Associate will closely coordinate with the GGGI team working on this support. Support Project Manager in Adapting current national methodologies, the Associate will support the PM to make sure these frameworks are aligned with evolving UNFCCC standards, including the Enhanced Transparency Framework (ETF). The associate will support capacity-building activities, designing tailored training programs and resources that help officials refine their MRV processes to meet stricter transparency and reporting obligations. Understanding and applying global best practices in methane emission management, the Associate will collaborate with various stakeholders to ensure that local officials are not only compliant with international obligations but are also equipped to implement the necessary measures for accurate, verifiable, and sustainable emissions monitoring. This includes helping to streamline data collection and reporting processes, focusing on practical improvements that enhance overall capacity and compliance.
ENGAGEMENT
The Associate will engage various stakeholders at times in leading roles, at times in supporting roles (e.g., national/provincial/municipal government agencies, bilateral/multilateral agencies, research institutions and academia, NGOs, and local communities) by:
Support he Project Manager in Analyzing the nature of relationships between GGGI and stakeholders in Lao PDR with respect to AKCMM โ both those that already exist and those that are yet to be established but are necessary for the projectโs success โ and develop strategies to build, strengthen, and maintain such relationships. In doing so, he/she must clearly articulate the nature of the relationship, particularly on how their involvement adds value to the delivery of Output 1 and 2. Support the project Manager in Providing substantive input to potential partners (i.e., consultants, universities, think tanks, etc.) so that their activities are aligned with the goals of Output 1 and 2 specifically and AKCMM in Lao PDR generally. He/she must, therefore, have an in-depth understanding of the gaps (including its causal factors) in methane emissions MRV and how each partner could potentially contribute to addressing them. This will enable him/her to serve as an effective convenor and communicator, ensuring that the partnersโ scope of work reflects their competency and teamwork is maintained throughout the project. Support the project manager in Leading salient dialogue with government agencies, implementation partners, beneficiaries, and other stakeholders on matters related to Output 1 and 2. Such dialogue may take place through various formats and frequencies; the MRV Officer shall be flexible in adapting to stakeholdersโ needs/preferences and work towards building a strong support for the adoption of the improvement measures.
DELIVERY
Understand outcomes from major relevant national/regional/international fora as well as GGGIโs project portfolio to identify emerging needs in Lao PDR related to methane mitigation, Support the gap analysis of Lao PDRs methane emissions inventory and ensure its endorsement by members of the Methane Reduction Committee, Improve methane emissions MRV by implementing priority recommendations in the gap analysis report, Support Lao PDRs compliance with MRV requirements under the Enhanced Transparency Framework through tailored support, Identify opportunities to engage entities based (among others) in the Republic of Korea on methane emissions MRV (e.g., Korean technology providers, universities, think tanks, etc.), Plan and manage missions to gather baseline data, consult stakeholders, validate assumptions, and assess the political/operational/technical feasibility of MRV improvements be delivered under Output 1 and 2, Support the delivery of Outputs 1, 3, and 4, and, Contribute to the timely delivery of the projects as per the projectโs logical framework. Ensure project documentation is filed correctly within GGGIโs SharePoint system, and in compliance with internal knowledge management principles. Organize relevant meetings, focus group discussions, workshops, and trainings with key stakeholders. Prepare communication material in collaboration with the Lao PDR communications team and external communication agencies for wider dissemination. Support in identifying relevant information related to policy-driven issues, synthesis of best practices and lessons-learned directly linked to program goals. Support in GGGI's knowledge base, project and activity portfolio, best practices and lessons-learned to promote adoption, replication and up scaling. Have an up-to-date knowledge of GGGI processes, standards, and safeguards and following/adhering to them through the policy design cycle.
QUALIFICATIONS
Undergraduate (bachelors) degree in agriculture, environment management, environmental science, climate change, public policy, or another relevant field. A graduate degree (masters) in one of the above fields will be a strong advantage. Preferred 3 ~ 5 years of professional experience engaged on agriculture, environmental, climate and/or sustainable development projects and activities. One year of experience undertaking technical environmental analyses, such as surveys, policy reviews, environmental impact assessments and other technical analyses Strong knowledge of resilience and climate change mitigation in the agricultural and waste sectors will be an advantage. Previous experience executing stakeholder engagement activities, across the government, international development agencies and/or private sector. Familiarity with standard project management stages and activities. Working fluency in English and Lao and ability to translate between the two languages as needed.

WORKING CONDITIONS
The Associate position, is an X6 grade level in GGGIโs national salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.

ADDITIONAL INFORMATION
About GGGI Lao PDR. The Lao PDR office started operation in 2017 has grown into a 35+ team of international and nationals experts supporting the Government of Lao PDR with the implementation of a green growth agenda. The Lao PDR office implements a wide range of projects ranging from solid and liquid waste management, GCF Readiness, Energy Efficiency, Sustainable Landscapes initiatives like sustainable forestry, wetland, climate resilient agriculture and more. In Lao PDR GGGI is legally hosted by the Ministry of Finance (formerly the Ministry of Planning and Investment) but has extremely close relations with other Ministries like the Ministry of Agriculture and Environment, formerly the Ministry of Natural Resources and Environment (MoNRE) and the Ministry of Agriculture and Forestry (MAF) and with various sub-national entities, district and provincial Governments.
ASEAN-Korea Cooperation on Methane Mitigation (AKCMM). AKCMM is a 3-year, USD 20M regional project aimed at reducing methane emissions at scale in ASEAN Member States (AMS). The project seeks to achieve this objective through the following four interventions (i.e., outputs):
Output 1. Developing enabling policies and institutions Output 2. Improving measurement of Methane Emissions Output 3. Designing, financing, and implementing methane reduction sub-projects Output 4.
