Project Context and Scope:ย 

Labour mobility has led to significant positive impacts for ni-Vanuatu households, with participants using their earnings to meet both family and community needs. There is a strong need, however, for labour migrants and their families to receive robust preparation for their experience overseas, support to maintain healthy relationships and practice sound financial management, and assistance reintegrating into their communities and achieving their financial goals upon their return.ย 

IOM LMI programmes aim to enable labour migrants and their families to maximize the positive impacts of their participation in international labour mobility, maintaining good health, strong, violence-free relationships, and financial stability during all stages of labour migration.ย  This will be achieved by providing labour migrants and their families with up-to-date information, referrals of services, evidence-based training, as well as targeted mentorship support.

To ensure a coordinated approach, IOM also seeks to better engage and create a collaborative network among community members/leaders and stakeholders involved in labour mobility. IOM programmes are underpinned by a strong emphasis on monitoring and evaluation so that labour migrants can benefit from continuous programme improvement.

Category A Consultants: Tasks to be performed under this contractย 

Assist in the delivery of family-centred labour mobility workshops and awareness raising sessions, with guidance from the Provincial Coordinator, IOM and DOL, including preparing session plans, co-facilitating training sessions and supporting participant engagement. Help in setting up and packing down workshop venues, distributing training materials, and managing attendance sheets. Support the collection and data-entry/records of pre- and post-training assessments. Assist the Provincial Coordinator in ensuring safeguarding and inclusivity principles are upheld throughout all workshops. Maintain organized records of participant forms, consent documents, and training resources. Participate in internal and external coordination meetings, take internal notes when needed, and contribute to reflection sessions on lessons learned. Travel within Malampa to support programme implementation as required. Take part in IOM-led training and orientation sessions to ensure a clear understanding of project objectives and methods. Provide general support to the Provincial Coordinator, including tasks related to logistics, documentation, stakeholder engagement, and communication, as assigned. Be accountable for and responsibly manage IOM project assets eg. Phone, Laptop, Tablets, and Workshop Equipment.ย  Undertake duty travel as required to support programme implementation and other related activities.

Performance indicators for the evaluation of results

Consistent facilitation and support in scheduled workshops and training events.ย  Submission of monthly reports and timesheets on activities. Documented success stories or testimonials from participants. Performance should be assessed according to the tangible and measurable outputs of the work assignment above.ย

Required Skills and Experiencesย 

A high school diploma or tertiary degree in social sciences, education, international development, or a related field from an accredited academic institution.ย  Some experience in community facilitation, labour mobility programmes, or family services. Basic written and oral communication skills (Bislama and English). Ability to travel within Malampa province and adapt to rural working environment. Ability to follow instructions, be punctual, and work respectfully with community members

Desired Skills and Experienceย 

Familiarity with the Famili I Redi curriculum or similar training approaches. Prior experience supporting community projects or NGOs. Basic IT skills (using a mobile device, email, Microsoft Word/Excel).

Travel required

Duty travel may be required within Vanuatu.ย
