Background:
Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing womenโs rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member Statesโ priorities and efforts, building effective partnerships with civil society and other relevant actors.
The Policy, Programme, and Intergovernmental Division (PPID) supports UN Women offices in all regional and country locations to deliver results in line with UN Womenโs Strategic Plan 2022-2025 and internationally agreed goals on gender equality and the empowerment of all women and girls, including the Beijing Declaration and Platform for Action and the 2030 Agenda for Sustainable Development. The Division provides intellectual and strategic leadership on normative support and the delivery of integrated policy and programme advice, including through policy analysis and gender mainstreaming.
The Division leverages innovation, knowledge management, and cutting-edge technical expertise to support UN Women programmes and to strengthen the capacity of partners to deliver results on gender equality and the empowerment of all women and girls. The Division develops and implements UN Womenโs programme of work across its normative, coordination, and operational triple mandate and provides policy advice and guidance and technical support to intergovernmental processes, UN system, and UN Women regional and country offices, among other partners and stakeholders. It is organized in thematic sections, which undertake policy research; analyze data on country, regional and global trends; and propose evidence-based options for global policy, norms and standards as well as for UN Womenโs policy advocacy and global programme strategies, including Gender Equality Accelerators.
UN Womenโs commitment to a rules-based approach, anchored on human rights is central to advancing the rights and dignity of women and girls. Our work is grounded in the UN Charter, the Universal Declaration of Human Rights, and the Beijing Declaration and Platform for Action. These documents, together with our founding resolution guide our normative, operations and coordination efforts at national, regional, and global levels, ย informing advocacy and technical support to Member States to ensure the translation of global norms and standards to gender responsive laws, policies and institutions.
In addition, UN Women integrates international human rights standards into its programming, in alignment with the Beijing Platform of Action, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the International Covenant on Civil and Political Rights (ICCPR), the International Covenant on Economic, Social and Cultural Rights (ICESCR); all interrelated and fundamental for its work on womenโs leadership and decision-making, womenโs economic empowerment, gender responsive governance, ending violence against women and women, peace and security agenda.ย
This approach positions gender equality not only as a normative issue but a policy objective and a legal obligation, reinforcing accountability and driving sustained results. The Human Rights and Non -Discrimination section drives this work at UN Women, converging the Entityโs thematic work on human rights; access to justice; LGBTIQ+ rights; the rights of women with disabilities; women living with HIV/AIDS; indigenous women; racially marginalized groups; and Gender-Responsive Foreign Policies (GRFP).
UN Womenโs global initiative on gender responsive foreign policies is rooted in 3 pillars:i) Evidence, Data and Knowledge to promote gender responsive foreign policies; ii) Advocacy for increased representation of women in diplomacy; iii) And gender mainstreaming in all areas of foreign policy. The initiative cuts across all impact areas of UN Womenโs strategic plan and all thematic areas of the Human Rights and Non-Discrimination Section.
