Work LocationHome-Based Expected duration3 months Duties and ResponsibilitiesOrganizational Setting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP administers the Nairobi Convention for the Protection, Management and Development of the Coastal and Marine Environment of the Western Indian Ocean (WIO). The Contracting Parties to the Convention are Comoros, France, Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa and United Republic of Tanzania. UN Environment's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. Background of the Consultancy Knowledge management is an integral component of project cycle management within the United Nations. The Go Blue Project Result Area 2 โ€“ โ€œConnecting People, Cities and the Ocean: Innovative Land-Sea Planning and Management for a Sustainable and Resilient Kenyan Coastโ€ (Project ID: RSO/FED/041-624), hereafter referred to as the โ€œGo Blue Area 2โ€ project was funded by the European Union (EU), and jointly implemented by UN-Habitat and UNEP in coordination with the six Coastal Counties Economic Bloc covering Kilifi, Kwale, Lamu, Mombasa, Taita Taveta and Tana River. The project which was initiated in December 2020 and ends in September 2025 responded to enhancing the achievement of Sustainable Development Goals 1, 8, 10, 11, 13, 14 and 16 by addressing socioeconomic and environmental challenges related to integrated land-sea planning and management for green and blue growth. The Go Blue project has produced several key outputs focused on a sustainable blue economy, including strengthening fisheries, aquaculture, and cassava value chains, as well as enhancing the capacity of local institutions and coastal communities. These efforts have led to job creation, improved livelihoods, and better management of coastal resources. UNEPโ€™s Nairobi Convention Secretariat seeks the services of a data management expert with experience in spatial data analysis, knowledge and information management to share widely the outputs of the Go-Blue project. The consultant will collate, develop, and enable access to the large repository of Go-Blue project governance narratives and digital data products (by UNEP, UNHabitat, JKP, EU and from other implementing partners of the project), enhance the communities of practice for the incubation hubs, and ensure the operational functioning of the enterprise development services and innovations. The consultant will display the outputs in the form of user-friendly dashboards, web maps, story maps, trend analysis, and statistical and graphical illustrations on a dedicated page within the Nairobi Convention Clearinghouse portal. Under the overall supervision of the Head of the Nairobi Convention Secretariat and in close coordination with the project manager of the SWIOFC-NC PP2 partnership project, the consultant will be responsible for the following: 1. Migrate and upload all Go-Blue Project data and outputs into the Nairobi Convention Clearing House Mechanism: a. Develop a dedicated web page for the Go-blue project in the Nairobi Convention website that mirror the Go-Blue project at https://goblue.co.ke/ https://www.unep.org/ https://goblue.rcmrd.org/ https://www.ciheam.org/project/go-blue/ and other related sites. b. Enhanced GoBlue project overview and project summary, project components, progress, project outputs, partnerships developed, including marine and coastal ecosystem services data, climate vulnerability data; geospatial data and grey literature, county spatial plans, fisheries co-management and value chains, aquaculture value chain, fish nurseries and hatcheries, cassava value chain, capacity building (of Vocational Training Centers (VTC), VTC instructors, JKP Secretariat, Beach Management Units), infrastructure development (labs, computer learning centres), income generating enterprises, environmental conservation and restoration, maritime governance, publications and media coverages. c. Create subpages for Jumuiya ya Kaunti za Pwani Counties (Lamu, Kilifi Mombasa, Kwale, Tana River and to mirror and showcase spatial plans as they are developed or updated. d. Carry out detailed data analysis and create metadata for all data and other products developed by GoBlue project. Resolve nomenclature gaps. e. Undertake development of interactive web maps using the ArcGIS online portal of the Nairobi Convention. 2. Develop a dashboard of visualization using ArcGIS online web maps, story maps, trend analysis, statistical and graphical illustrations on the impacts of the Go-Blue project on status of land-sea planning, using available data in the six counties on socio-economic and environmental challenges, capacity building and spatial areas with co-management of resources (boardwalks, MCS, eco-tourism), pilot activities of the Go Blue project in the six counties e.g. on new income-generating activities and opportunities (public areas, carbon projects and habitat restoration, waste recycling, constructed wetland, built fish landing site), policy and legal reforms, implementation of Kenyaโ€™s maritime strategy and enforcement of legal instruments and regulatory frameworks etc 3. Undertake innovative system analyses using satellite imagery to visualize spatial and temporal environmental and socioeconomic changes, at coastal counties level on urban land use and planning, fish landing sites, fishing areas, infrastructure (ports, harbours), maritime/ navigation routes, mangrove extent and degraded sites, seagrass extent, coral reef extent, and other changes happening in the coastal environment in Kenya. 4. Support development of analytics to track and report on a monthly basis, website traffic, performance, and user behaviour necessary to enhance content optimization, communication and visibility approaches tailored to the Go-Blue Project. Qualifications/special skillsPost graduate university degree in Geographic Information Systems, Geomatic engineering, natural resource management, environmental sciences or related field is required. Minimum of 7 years of professional experience in implementing geographic information system, interactive web-based database applications supporting dynamic online updating of content is required. Experience in enabling metadata interoperability standards on both spatial and non-spatial data is desirable. LanguagesEnglish and French are the official working languages of the United Nations.
