Description of the Assignment:
The Strengthening Institutions and Empowering Localities Against Disasters and Climate Change (SHIELD) Program is a six-year initiative implemented by the United Nations Development Programme (UNDP) through the support of the Government of Australia (GOA) Department of Foreign Affairs and Trade in the Philippines (DFAT), to assist the Government of the Philippines (GPH) in building the countryโs institutional and community resilience to climate change and disasters. Together with its consortium partners, the United Nations Human Settlements Programme (UN-Habitat), Philippine Business for Social Progress (PBSP), National Resilience Council (NRC), and Consortium of Bangsamoro Civil Society (CBCS), SHIELD aims to transform its 11 target provinces, Metro Manila, and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) into safer and resilient communities by achieving three interdependent outcomes:
Outcome 1: Government, private sector, and civil society stakeholders in targeted local government units (LGUs) are collaborating to unlock funding and implementing informed and inclusive resilience actions
Outcome 2: Relevant national government agencies (NGAs) are prioritizing action on local climate and disaster resilience
Outcome 3: Philippine scientific agencies are producing tailored and accessible information for resilience action
The third outcome is built upon the need to generate more accurate and sophisticated scientific and technical information that will enable localities to understand, and build resilience to, the impacts on people, their businesses, critical assets, and livelihoods throughout the country. Intended to support the realization of Outcomes 1 and 2, it aims to ensure the availability, credibility, and accessibility of various datasets and information relevant to climate change, hazards, and disasters which can provide essential inputs for local resilience planning and proposal development.
In line with this, the Philippine Institute of Volcanology and Seismology (PHIVOLCS) is a service institute of the Department of Science and Technology (DOST) that is principally mandated to mitigate disasters that may arise from volcanic eruptions, earthquakes, tsunami and other related geotectonic phenomena, will lead the calculation of earthquake impact assessment results using the Rapid Earthquake Damage Assessment System (REDAS) for use in contingency planning, emergency preparedness and mainstreaming disaster risk reduction into the local development planning process of the SHIELD project sites.
The successful contractor/s should meet the following minimum qualification:
Education:
Bachelorโs degree in Civil Engineering / Geography
Eligibility:
Licensed Civil Engineer is preferred
Experience:
โโAt least three (3) years of relevant work experience in processing REDAS data, conducting REDAS trainings, operation and troubleshooting of the whole REDAS systemโโโ
Well-versed in REDAS software, UPD ICE Building typology and damage states and Geographic Information System (GIS)โ is preferredโ
Language
Proficiency in oral and written Filipino and English
Period of assignment/services: 240 days spread over 12 months
