The Development Co-operation Directorate (DCD) encourages co-ordinated, innovative international action to accelerate the implementation of Agenda 2030 in developing countries and improve the financing of the Sustainable Development Goals (SDGs) and the quality and effectiveness of development co-operation. The Directorate helps set international standards for development co-operation, supports the OECD Development Assistance Committee (DAC) and monitors how donors deliver on their commitments. Drawing upon OECD-wide input, the DCD supports members and partners with data, analysis and guidance.
Sitting within DCDโs Directorโs Office, the Development Co-operation Research Unit seeks to bridge research and evidence at the frontier of international development with the development co-operation community. The Unit collaborates with development policy makers and leading think tanks, researchers and experts from across the OECD and internationally with a view to bringing new perspectives, especially from the Global South. It is responsible for the Directorateโs research, analysis and publications on Responsible Business Conduct (RBC) and on Aid for Trade as well as OECDโs flagship report on international development, Development Co-operation Report (DCR).
Job Description
Role
The Development Co-operation Research Unit is looking for a junior policy analyst to undertake a temporary assignment to co-ordinate and support the preparation and delivery of draft Guidance on Responsible Business Conduct and Development Co-operation which is a key deliverable of the Directorateโs work programme in 2025-26. The role involves a mix of research, drafting and co-ordination to prepare and deliver the Guidance.
The selected candidate will work under the supervision of the Head of Unit and the lead analyst for RBC and Trade, guided by the concept note for RBC and Development Co-operation Guidance.
Main Responsibilities
Research, analysis and drafting
Compile and analyse existing data and research on RBC and development co-operation and draft discussion notes ahead of multi-stakeholder consultations.Synthesize the main evidence and takeaways from consultations with diverse stakeholders and during research missions to inform the substance of the Guidance.Draft the main modules of the guidance, integrate comments and help finalise for member review.Coordination, liaison and outreach
In line with the conceptual framework and note for the Guidance, co-ordinate the preparation of multistakeholder group meetings (e.g. draft agendas, background material, logistics, summaries)Prepare and participate in fact-finding missions including interview guides, setting up meetings, and working with key partners for the missions.Develop and maintain solid and constructive collaboration with relevant teams in the DCD and the OECD RBC Centre in Directorate for Financial and Enterprise Affairs (DAF) as well as multi-stakeholders and member states.Support the preparation and delivery of talking points, presentations and speeches in relation to Responsible Business Conduct.Qualifications
Ideal Candidate Profile
Academic Background
Advanced studies/Master level in international development, public diplomacy, economics, political science, international law and finance, or similar.Skills
Demonstrable knowledge and keen motivation to work on global development issues, social and environmental justice and awareness of economic development challenges faced by countries in sub-Saharan Africa, Latin America and Asia.Demonstrable experience in data analysis, literature reviews, drafting and consultative processes.Communication and interpersonal skills that are essential to working in a multicultural workplace and with multiple stakeholders and actors.Languages
Fluency in one of the two OECD official languages (English and French) and a solid knowledge of the other.Core Competencies
