The purpose of this consultancy is to provide dedicated capacity to strengthen strategic positioning, foster joint resource mobilization, and elevate the visibility and value proposition of Rome Based Agencies collaboration in Zimbabwe. The position will also drive coordinated partnership engagement and joint resource mobilization efforts across WFP, FAO, and IFAD in Zimbabwe, resulting in stronger alignment with donor priorities, increased resource flows, and enhanced visibility of RBA collective impact.
1. Strategic Partnership Development
- Conduct and maintain a live mapping of donor and partner landscapes relevant to the RBAs.
- Facilitate strategic, coordinated outreach to bilateral, multilateral, philanthropic, and private sector partners.
- Develop tailored joint messaging, pitch decks, and briefing notes to position the RBAs as a unified platform advancing food systems transformation in Zimbabwe.
- Cultivate and maintain strong working relationships with key donors and stakeholders.
2. Joint Resource Mobilization
- Identify and track multi-agency funding opportunities, including from climate, resilience, and development financing mechanisms (e.g., GCF, AfDB, EU NDICI, GEF).
- Support the design and preparation of joint concept notes and full proposals.
- Ensure alignment of joint proposals with donor priorities, funding cycles, and RBA comparative advantages.
- Provide quality assurance and advisory support for donor submissions.
3. Strategic Coordination and Knowledge Management
- Serve as secretariat to the inter-agency RBA coordination platform on partnerships and resource mobilization.
- Maintain a shared calendar of donor engagements, proposal timelines, and reporting obligations.
- Document and disseminate best practices and lessons learned in joint resource mobilisation.
4. Capacity Strengthening and Advocacy
- Deliver training and technical support to RBA country teams on joint resource mobilisation and partnership strategies.
- Plan and execute joint donor events, field visits, and advocacy campaigns to showcase impact.
- Produce analytical briefs, donor snapshots, and success stories that demonstrate the added value of RBA collaboration.

- Increased visibility and credibility of the RBAs as a strategic, cohesive partner.
- Strengthened relationships with current and prospective global donors and partners.
- Increased volume and diversity of joint funding secured.
- Enhanced quality, coherence, and competitiveness of joint proposals.
- Improved coordination, information flow, and alignment among RBAs on partnership and resource mobilization efforts.
- Institutional memory established through shared knowledge products.
- Strengthened capacity of RBA teams to engage in joint fundraising and strategic advocacy.
- Enhanced donor perception of the RBA collaboration model through visibility and storytelling.
