    Organizational Setting and Reporting Relationship
    The position is assigned to the Information Technology Department (ITD). ITD supports ADB's mission by delivering secure, effective, and innovative information systems and technology solutions. The department partners with other departments across ADB to identify opportunities for using technology to enhance development impact through regional cooperation and integration.

    You will be based at our Headquarters in Manila, Philippines. You will report to Advisor, ITD and will oversee Junior team members.

    Your Role
    As IT Specialist (IT Planning and Governance), you will (i) support the bank's digital transformation initiatives by ensuring alignment between ADB's corporate strategy, and ITD's work plan and priorities; (ii) lead the implementation and continuous improvement of IT governance and demand management processes, working with budget, resource, procurement, project management teams and business stakeholders to ensure execution of IT investments; (iii) lead and coordination and strategic support to the ADB Digital Committee and its subcommittees; and (iv) lead the development of ITD reports for the Board, the Management, and other internal and external request

    You will:

    a) IT Planning and Digital Transformation Alignment

  • Serve as ITD's primary focal point for the development and execution of ADB's Digital Transformation Operational Approach (DTOA) and related digital strategy or action plan, including liaising with the Sector Group Department's Digital Sector Office (DIG).
Ensure that action plans in the DTOA are integrated into the IT strategy planning and work plan, promoting alignment and coherence. Monitor and report on the progress of ITD's key performance indicator/s in the Corporate Results Framework (CRF), ensuring transparency and accountability. Represent ITD in cross-departmental meetings and working groups, advocating digital transformation initiatives.

b) Business Engagement and Demand Management

Lead the Demand Management Team, promoting collaboration between ITD and business units to optimize IT project and investment portfolio planning. Implement and oversee a structured demand management process, including a prioritization model that integrates product-driven programs to optimize business impact; and standardized methods for analyzing and managing strategic and tactical IT requirements. Work with ITD divisions in the development and endorsement of digital product roadmaps, ensuring clear articulation of business value, measurable benefits, and alignment with digital transformation strategies. These roadmaps will also serve as important inputs for demand management and prioritization. Foster engagement with business groups to communicate the status of IT programs, manage expectations, and maintain alignment between business needs and IT priorities.

c) Manage IT Governance and Management Reporting

Lead the Governance Team in implementing and improving IT governance frameworks, processes, and guidelines to align with industry best practices and organizational priorities. Oversee the development of ITD reports for the Board, Management, and other governance bodies. These include accomplishment reports, and other corporate reports and publications requiring ITD's inputs (e.g. Annual Report, Work Program and Budget Framework). Provide strategic and operational support to the ITD Leadership Team; and oversee the secretariat function for the ADB Digital Committee and its subcommittees, including preparing briefing materials, driving agenda setting in collaboration with executive stakeholders, and ensuring follow-through on decisions and action items. Advise on translating complex IT insights into recommendations for senior leadership and governance bodies.

Qualifications

You will need:

A University degree in business, engineering, computer science or related field, preferably at post-graduate level or its equivalent. Certification in project management or related areas is preferable. At least 6 years of relevant professional experience in managing information technology projects, in a professional capacity, including international experience working in several countries. Experience developing strategic plans, translating business goals into actionable initiatives, and driving long-term organizational growth. Experience generating management reports that provide insights for decision-making, ensuring accuracy, compliance, and alignment with strategic plans and governance requirements. Experienced in stakeholder coordination and preparing reports for senior management and governance committees. Experience assessing and managing business demands by aligning resource allocation with organizational goals. Demonstrated skills in project management, including planning, tracking, estimation, and resource coordination, with familiarity in project management methodologies and tools like Microsoft Project or similar enterprise portfolio management systems. Have exposure to financial/budget management. Ability to work with teams with attributes in conflict resolution Sound expertise in specific area, with experience applying knowledge in diverse international settings or different organizations. Team player, proactive, with sense of priority, autonomy, business efficiency sensitiveness; able to coordinate several streams. Strong presentation and interpersonal skills and able to deal with senior executives. Excellent written and verbal communication skills in English is required Respect for diversity and ability to work in a multi-culture setup.
