    Job Description Summary
    This role involves planning, budgeting, and managing IT/Telecommunications systems in alignment with WFP standards and operational needs. It includes maintaining secure and efficient networks, supporting users, overseeing procurement processes, and contributing to reporting and cost-efficiency efforts. The position also supports emergency preparedness, inter-agency coordination, and capacity building through training and supervision of junior staff.

    ORGANISATIONAL CONTEXT:

    Tรผrkiye hosts one of the largest refugee populations in the world, with approximately 2.7 million people. Around 60,000 of the most vulnerable reside in eight camps in the southeast, while the vast majority live in urban and rural areas across the country. Since June 2014, the Temporary Protection regime has enabled Syrian refugees to access essential services such as healthcare and education. Asylum seekers from other countries continue to benefit from International Protection status.

    The World Food Programme (WFP) supports over 35,000 of the most vulnerable refugees through monthly e-vouchers and cash transfers to help them meet their food needs. Following the devastating earthquakes of February 2023, WFP provided emergency food assistance to 1.6 million people in southeastern Tรผrkiye. As markets resumed functioning, an additional 600,000 earthquake-affected individuals received cash assistance to meet their basic needs.

    As food security conditions stabilized, WFP shifted its focus to revitalizing the local food value chain in earthquake-affected regions. Through strategic investments in small food businesses, WFP aims to restore livelihoods and ensure long-term food security.

    Tรผrkiye holds critical strategic importance for WFPโ€™s global operations. The country plays a key role in the procurement and transportation of food commodities, serving as a vital corridor from the Black Sea into Syria. WFP is exploring opportunities to expand its grain reserves and milling capacity in Tรผrkiye, leveraging the countryโ€™s advanced infrastructure.

    Where feasible, WFP prioritizes local procurement of food and other goodsโ€”an approach that supports farmers, boosts agricultural incomes, promotes land use, and generates employment.

    As part of its strategic plan, WFP is increasingly positioning itself as the leading UN agency in Tรผrkiye for coordinating emergency preparedness efforts. In close collaboration with the Government of Tรผrkiye (GoT), WFP aims to support the development and implementation of emergency preparedness strategies and policies. Given Tรผrkiyeโ€™s geographic location and exposure to natural disastersโ€”including earthquakes, floods, and wildfiresโ€”strengthening national resilience and response capacity remains a top priority.

    This position is based in Ankara and reports to the Head of Enabling Services unit.

    At this level job holders typically have independent responsibility for technical, specialised work including planning, organisation, and coordination of activities and setting objectives. Job holders are expected to consistently demonstrate a high degree of responsibility and initiative to respond independently to queries. They are closely involved in day-to-day activities and analytical work. They operate with minimal supervision, and provide guidance to junior staff to ensure that objectives are achieved. They are responsible for a broad range of daily activities, analytical work and deliver technical support by modifying existing systems, and resolving straightforward issues/problems. They also develop and/or support the usage of systems and applications, data and databases.

    THE ROLE

    To contribute to planning and delivery of high quality, client-focused, and value for money services pertaining to the IT Services portfolio, and to deliver efficient and effective IT and Telecommunications (TC) services, contributing to sound, innovative solutions that enable staff to deliver food assistance to beneficiaries, in line with WFPโ€™s strategy.
