Any extensions are subject to operational needs, consultant performance, and continued availability of funds.Specific considerations for this assignment, if any, are discussed here:The purpose of this assignment is to provide professional advice and assistance to the Ministry of Food, Agriculture and Light Industry (MOFALI), the Project Implementation Unit (PIU) and the participating local government and communities in achieving the project goals of building an efficient and climate-resistant irrigation infrastructure and management schemes. The Consultant shall perform, but not be limited to the following duties and tasks: 1. Review and comment on the subprojects design and budget prepared by the Author prior to the Construction Development Center’s expertized conclusion; (before the conclusion of expertise issuance) 2. Lead the Feasibility study team for the preparation of relevant data and information to develop feasibility study and drafting the terms of reference for new sub-projects those planned to be researched; 3. Cooperate with the engineer of the Project Implementation Unit (PIU) to develop terms of reference and and technical specification for the design of the irrigation systems; 4. Provide external expert comment and advice on civil work performance and implementation; 5. Collaborate with the Ministry of Food, Agriculture and Light Industry, the local government, the PIU and other relevant consultants and contractors to design irrigation systems, to conduct construction, install and commission equipment and provide professional consulting and support in case of problems and difficulties occurred; 6. Supervise the operation of the CS-29-Consultant team to strengthen the capacity of maintenance and operation (O&M) for the infrastructure of the irrigation systems and provide professional advisory support; 7.
