Project Context and Scope ย
IOM in South Sudan implements a range of programming centred around three broad areas: 1) Humanitarian Coordination and Support; 2) Humanitarian Response and Resilience; and 3) Peacebuilding, Transition, and Development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and common transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Gender Equality and Inclusion, Mental Health and Psychosocial Support. Under Peacebuilding, Transition and Development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
In South Sudan, the protection environment remains precarious, with women, girls and people with disability facing high risks of gender-based violence and discrimination, which limits their ability to participate in peacebuilding, transition and recovery processes, thus addressing these interconnected risks is essential for laying a strong foundation for gender equality, inclusion, sustainable recovery and resilience in communities. In that context, PGEI programming advances achievement of IOMโs strategic objectives on peacebuilding, durable solutions, transition and recovery through integration of gender transformative approaches that address root-causes of violence and discrimination contributing to community empowerment, inclusive conflict resolution, peacebuilding and social cohesion programming outcomes.
Using IOMโs 2024 Intersectional Gender Analysis Toolkit, the consultant will conduct an Intersectional Gender Analysis to examine gender and intersectional barriers, power dynamics, and opportunities for inclusive and gender transformative programming in selected locations of Juba (Central Equatorial State) and Malakal (Upper Nile State). The analysis will contribute to project designs, implementation, monitoring and evaluation of the โStrengthening Community Adaptability and Resilience for Displaced and Host Populations in South Sudanโ project, in addition to contributing to IOMโs broader organizational learning on intersectional approaches.ย ย Organizational Department / Unit to which the Consultant is contributing
Protection, Gender Equality & Inclusion (PGEI) Unit
Under the overall supervision of the IOMโs Chief of Mission and direct supervision of the PGEI Program Coordinator in Juba with coordination of the Gender Equality Officer, the consultant will deliver on the following tasks: Conduct a comprehensive literature review on gender and intersectionality in South Sudan.Develop a detailed research plan, including research questions, methodology, and data collection tools (KIIs, FGDs, Surveys).Collect and analyse primary and secondary data, focusing on the target populations from selected project locations.Engage with stakeholders, including government officials, community leaders, community members, project staff, NGO/INGO partner staff and UN agencies to gather insights and validate findings from the IGA.Prepare a draft report with key findings and recommendations from the IGA.Facilitate a validation workshop to present and discuss the draft report with relevant stakeholders.Finalize the report based on feedback from the validation workshopPerformance indicators for the evaluation of results

Travel Required
The consultant will be based in Juba, South Sudan, with travel to Malakal in Upper Nile State and to other field locations as may be needed for data collection and stakeholder engagement. Travel will be arranged in accordance with IOMโs travel policy and security protocols.ย
Negotiations
The aim of the negotiation is to reach agreement on all points and sign a contract. Negotiation will include, but not limited with:
discussion and clarification of the TOR.discussion and finalization of the activities to be completed, services to be provided, facilities and equipment to be used, and work plan proposed by the Consultant.consideration of appropriateness of qualifications and pertinent compensation, number of work months and the staff to be assigned to the performance of the study, and schedule of activities (workplan).discussion on the financial proposal submitted by the consultant.provisions of the Contract, etc.IOM shall prepare minutes of the negotiation which will be signed by both, IOM and the applicant and be an integral part of the Contract.To complete negotiations, IOM and the applicant shall sign the agreed Contract. If negotiations fail, IOM shall invite the second ranked applicant to negotiate a contract.
