For every child, Empowerment...ย Education Management Information Systems (EMIS) are essential tools for the effective governance andย management of education systems. They provide a structured approach to collecting, processing, analyzing, andย disseminating data to improve decision-making, planning, monitoring, and evaluation in the education sector. Aย well-functioning EMIS supports transparency, accountability, and the efficient allocation of resources, which areย crucial for achieving national and global education goals, including those outlined in the United Nationsย Sustainable Development Goal 4 (SDG 4), which calls for inclusive and equitable quality education and lifelongย learning opportunities for all (UNESCO, 2018). ย Despite the growing efforts to strengthen data-driven decision-making in Malawiโs education sector, the currentย Education Management Information System (EMIS) faces several challenges that hinder its full potential. Whileย the sector has established or is establishing subsystems like Higher Education Management Information Systemsย (HEMIS), Teacher Management Information Systems (TEMIS), EMIS for secondary schools and electronicย continuous Professional Development (e-CPD) module, which provide a foundation for data collection andย management, these platforms remain fragmented and lack the necessary integration to ensure seamless, timely,ย and accurate data flow. The reliance on manual processes and traditional approaches further compounds theseย challenges, leading to delays and inaccuracies in data reporting. These limitations affect all levels of educationย management, from national policy development to resource allocation and student performance monitoring atย local and school levels. This fragmentation also reflects the broader digital landscape in Malawi, where sectoralย systems often operate in silos. Recognizing this, the Government of Malawi adopted the Digital Transformationย Strategy (2023โ2027), which promotes integrated, interoperable digital systems across ministries. The EMISย Governance Framework thus contributes to the Malawiโs national digital vision of building inclusive, efficientย digital public infrastructureโฆโ
How can you make a difference?ย The international/national consultant will jointly work closely with the Directorates of Education Planning and (particularlyย the EMIS unit), and the Information Communication and Technology (ICT) section to provide technical expertiseย in the development of an EMIS governance framework. He/She will undertake the activities as outlined in the attached Terms of Reference (TOR).
To qualify as an advocate for every child you will haveโฆย Academic qualification:
At least an advanced University Degree in Statistics, Information Systems, Data Governance, Education Management, or related fields. ย Work experience: A minimum of 10 years of professional experience in national or international statistical offices, including at least 5 years in senior leadership or management roles, with expertise in designing, implementing, or managing education management information systems or similar data management systems is required. Proven track record of developing and managing large-scale data collection programs such as censuses or national survey is required. Experience in developing national policies or strategic frameworks in education or other social sectors as well as in data governance frameworks will be considered an additional advantage. Knowledge, technical skills, and competencies: ย Expertise in data governance, advanced data technologies, and integration of data systems required. Knowledge of web-oriented architecture and modernization of legacy systems through technology is required. Ability to develop new and nurture existing internal and external networks, partnerships and relationships which deliver results is considered an additional advantage. Excellent communication and facilitation skills, with the ability to work collaboratively with government officials and development partners is considered an additional advantage. The highest levels of personal integrity and commitment to adhering to required standards of conduct are required. Strong project management skills, with experience managing multiple work streams and stakeholders are required. Individuals engaged under a consultancy or individual contract will not be considered โstaff membersโ under the Staff Regulations and Rules of the United Nations and UNICEFโs policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
