Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through its Strategic Framework, which support the transformation toward more efficient, inclusive, resilient, and sustainable agrifood systems. This transformation aims to achieve better production, better nutrition, a better environment, and a better life, ensuring that no one is left behind.
FAOโs assistance in Lebanon is guided by the 2023 โ 2026 FAO Country Programming Framework (CPF), a planning and programming tool that translates the FAO Strategic Framework into actionable steps at the country level. Developed in partnership with the Lebanese government, the CPF aligns with Lebanon's priorities in planning, implementation, and reporting related to the 2030 Agenda.
FAO Country Offices, working under overall corporate guidance and in line with the Strategic Framework, offer policy advice and support to countries in the mandated areas of FAO, facilitated through partnerships, resources and an active country programme to provide technical assistance, develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.

FAO has been working in Lebanon since 1977. FAO Lebanon project portfolio has been growing in response to the different crises. Projects mainly target farmers, fishers, and their organisations with the aim of building their resilience and capacity to access potential markets, while undertaking sustainable management of resources.
The Food and Agriculture Organization of the United Nations (FAO) in Lebanon is supporting national efforts to enhance sustainable agricultural development, improve food security, and strengthen the resilience of rural livelihoods. The National Plant Protection/Plant Production Specialist will contribute to the implementation of projects aimed at increasing agricultural productivity, promoting environmentally friendly practices, and mitigating plant health risks.
Reporting Lines
Under the overall supervision of the FAO Representative and direct supervision of the Resilience and Liaison Officer, in collaboration and working closely with the Operations Team, the project managers of programmes.
Technical Focusย
โข ย ย โข ย ย Fishing gear technology to support fishing gear modifications (incl. fish aggregating devices - FADs) expertsย
โข ย ย Gear marking experts with experience in prevention and reduction of gear loss and ghost fishing.ย
โข ย ย Waste management experts with a particular focus on plastic litter produced by the fishing sector, including abandoned, lost or otherwise discarded fishing gears (ALDFG).
โข ย ย Fisheries infrastructure engineers and architects.
Tasks and responsibilities
โข ย ย Analyze existing data on the characteristics of fishing gear in relation to national and international regulations and the global warming and the expansion of the non-indigenous species.
โข ย ย Assess the level of use of illegal gears and practices, their feasibility, and associated socioeconomic factors.
โข ย ย Consider other relevant aspects, including the available budget and the need for climate-adapted fishing gear, to ensure resilience against climate change impacts.
โข ย ย Propose and contribute to the development of an adapted questionnaire that address climate resilience, the active involvement of fishers and stakeholders in identifying and selecting a pilot region and opportunities to engage coastal women in fishing gear-related activities as part of the initiative (manufacture of fishing gear for example)
โข ย ย Recommend on the selection of new pilot region(s) for the implementation of the project, focusing on replacing illegal fishing gear and encouraging good fishing practices adapted to climate change challenges with consideration of women involvement.
โข ย ย Provide technical specifications for the procurement of legal alternative fishing gear tailored to the needs of the pilot region(s), ensuring the gear is both sustainable and climate resilient.
โข ย ย Collaborate with the Ministry of Agriculture (MoA) and relevant departments to discuss and validate selection criteria for exchanging illegal fishing gear with sustainable, climate-adapted alternatives.
โข ย ย Identify and suggest ways to involve coastal women in activities such as the manufacture and repair, of alternative fishing gear, use of illegal fishing gear in agricultural purposes.
โข ย ย Develop strategies to use these activities as a source of revenue or supplementary income for coastal women, fostering gender inclusivity and economic empowerment.
โข ย ย Conduct training sessions for MoA fisheries inspectors, fishers, and involved coastal women to ensure the effective use and management of alternative fishing gear.
โข ย ย Develop and provide pedagogic tools such as presentations, illustrations, and instructional materials to support training and awareness efforts.
โข ย ย Perform any other duties as required to support the actions included in the contract
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
โข ย ย University degree in in Fisheries / Biology/ Veterinary/ Environmental Studies, Marine engineering, Architecture, Development Studies, Economics, Occupational Health and Safety, Political Sciences, Law, Business Administration, International Relations, or other relevant field.
โข ย ย 7 years of relevant experience in one or more areas in the field of fishing operations and vessel design and technology; fishing technology, gear selectivity and environmental impacts of fishing; pollution reduction in fisheries, waste management, fisheries infrastructure development, including harbours and landing sites for fishing vessels; fishing fleet economic performance; fisheries micro-finance and credit, fisheries insurance; fisheries investments; sustainable business model development, small-scale fishing technology; emergency response; safety at sea; and programmes/ projects formulation and implementation.
