Background:
The โStrengthening Good Governanceโ Programme (2021โ2025), led by the OSCE Project Co-ordinator in Uzbekistan, is a comprehensive initiative designed to support the country's 2017โ2026 Development Strategy, specifically its focus on public administration reform and good governance (Pillar 5). The programme aims to make government institutions more transparent, accountable, and resistant to corruption through targeted, results-driven actions.
It delivers practical support to national and local authorities by providing technical expertise, training over 1,000 public officials, hosting policy workshops, and organizing study visits that facilitate knowledge exchange with international partners. The programme also supports the development and revision of legislation, helping align national laws with international standards and OSCE commitments, particularly in areas such as anti-corruption, financial crime prevention, and reducing informal economic practices.
A core focus is on improving public oversight: the programme works to strengthen civil society and media engagement in governance processes and promote mechanisms for civic monitoring. Gender equality and human rights are embedded throughout, with specific efforts to increase womenโs participation in training activities and decision-making forums.
Internally monitored and externally reviewed (with a mid-term evaluation in 2023), the programme uses a clear theory of change - from delivering training and legal reviews to producing tangible outcomes such as stronger anti-corruption institutions, better transparency tools, and increased citizen oversight. Its ultimate goal is to build a more responsive, inclusive, and trusted system of governance in Uzbekistan.
Objective of Assignment:
To engage a qualified international expert to conduct a comprehensive final evaluation of the โStrengthening Good Governanceโ Programme in Uzbekistan, with a focus on assessing its relevance, effectiveness, efficiency, sustainability, and impact in relation to the national reform agenda (2017โ2026 Development Strategy). The expert will evaluate achievements in anti-corruption, institutional capacity building, and civic engagement, as well as the integration of gender and human rights principles. The evaluation will generate lessons learned, identify good practices, and provide actionable recommendations to guide future OSCE support in line with Uzbekistanโs national priorities and ensure sustainable, politically relevant results.

Tasks and Responsibilities:
1. Reviewing project documents including logical framework, progress reports, mid-term review, partner reports and other available information
2. Drafting the Inception Report with refined evaluation questions, methodology (including gender and human rights lens ), data collection instruments, and workplan.
3. Collecting information through stakeholder interviews (in-person and remote) and direct observations during a field mission to Uzbekistan
4. Analysing the obtained qualitative and quantitative data against evaluation criteria (OECD DAC + OSCE-specific). Identify emerging themes, outcomes, and gaps.
5. Presenting findings to OSCE PCUz and ERG; incorporate feedback into the final report.
Deliverables:
Drafted and submitted Inception Report including:
Refined evaluation questions Detailed methodology with gender and human rights lens Data collection tools (interview guides, focus group templates, etc.) Finalized evaluation workplan and timelineConducted at least five in-person and remote stakeholder interviews and field observations in Uzbekistan, as per approved methodology;
Data Analysis Report is finalized in coordination with PCUz EFP;
Final Evaluation Report is submitted.
Necessary Qualifications:
ยท Advanced university degree (Masterโs or higher) in governance, political science, public administration, law, international development, or related fields.
ยท Minimum 5 years of professional experience in public sector reform, good governance, or anti-corruption.
ยท Minimum 4 years of experience in conducting evaluations, including at least 2 gender- and/or human rights-sensitive evaluations.
ยท Strong skills in both qualitative and quantitative research methodologies.
ยท Experience with international organizations (e.g., OSCE, UN, EU) in Central Asia or post-Soviet contexts is highly desirable.
ยท Professional fluency in English; Russian and/or Uzbek language would be an asset.
ยท The consultant must be independent from the programme and free of any conflict of interest.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
