Within UNEP, the Law Division works with international and non- governmental organizations, national and local governments, as well as business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. UNEP is an Implementing Agency of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEPโs OzonActionโs Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided with adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fundโs Executive Committee. Simultaneously, the global programme management services ensure that the Executive Committee (ExCom) receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground. Through its OzonAction Branch, UNEP serves as one of the four Implementing Agencies of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Executive Committee of the Multilateral Fund (ExCom) has approved funding for UNEP to develop the Kigali Hydrofluorocarbon (HFC) Implementation Plan (KIP) โ Stage I for Belize (BZE/KIP/94/PRP/48) and Bhutan (BHU/KIP/87/PRP/30), with UNEP acting as the Lead Implementing Agency and UNDP as the Cooperating Agency. The funding was approved during the 94th and 87th meetings of the Executive Committee for Belize and Bhutan, respectively. To fulfill this requirement, UNEP shall engage a qualified consultant with a proven track record of expertise and experience to provide support and guidance to the regional team of the Caribbean and Asia Pacific team during the preparation and submission of the HFC KIP for Belize and Bhutan. Duties and Responsibilities: The consultant will work under the direct and overall guidance and supervision of the OzonAction Montreal Protocol Regional Coordinator for the Caribbean and Asia Pacific region under the overall guidance of the Head of OzonAction, Law Division. Related to the HFC KIP Preparation in Belize and Bhutan: 1. Preparing the HFC KIP Stage I in Belize and Bhutan considering requirements listed in ANNEX 1 of this ToR. 2. Guiding a nationwide survey aimed at updating data on HCFCs, HFCs, and their alternatives from 2020 to 2025. This includes assessing the institutional and legislative frameworks for enforcing Montreal Protocol regulations, evaluating the state of the refrigeration and air-conditioning (RAC/MAC) servicing sector, and mapping out equipment inventories and import trends. 3. Guiding the development of survey tools and data collection strategies. Based on the survey results, leading the analysis of current and projected consumption of these substances, assess the viability of alternative technologies, and create a technology roadmap aligned with servicing sector development. 4. Preparing a comprehensive country report detailing survey findings, regulatory frameworks, and strategic recommendations. Developing the overarching HFC phase-down strategy and the KIP Stage I project proposal for Belize and Bhutan, ensuring alignment with existing policies and gender mainstreaming requirements. 5. Supporting stakeholder consultations and assisting UNEP in responding to feedback from the Multilateral Fund Secretariat to finalize the strategy and proposal. Qualifications/special skillsMasterโs degree: Environmental science/Environmental policy/Engineering or similar.(Required) Minimum 5 years of work experience in relation to the Montreal Protocol Is required. Experience in writing and reviewing technical project proposals Is desriable. Excellent written communication skills in English Is required.
