Background:

Contextย 

In Sudan, women and girls with disabilities face multiple and intersecting inequalities. They are disproportionately excluded from education, livelihoods, healthcare, humanitarian response, and political participation. The conflict since April 2023 has further marginalized them, with displaced women with disabilities at heightened risk of GBV, loss of assistive devices, and limited access to services.

Sudan ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2009, yet translation of commitments into practical policy and programming remains limited. Institutional frameworks such as the National and State Councils on Persons with Disabilities lack resources and capacity. Organisations of Persons with Disabilities (OPDs), particularly women-led ones, also face marginalization and underfunding.

This consultancy will support UN Women Sudan, the Ministry of Social Welfare, and the National Council on Persons with Disabilities to develop a National Strategy and Concept Note for the social and economic inclusion of women and girls with disabilities. The consultancy will also contribute to capacity strengthening of councils and OPDs, and outline quick-impact projects that demonstrate immediate, practical benefits for women with disabilities.

Objectives and Scope of Work:

The consultant will be responsible for designing a comprehensive package that advances the rights and resilience of women and girls with disabilities in Sudan.

Specific Objectives

Support the Ministry of Social Welfare and National Council to develop a validated National Strategy on the social and economic inclusion of women and girls with disabilities. Support the strengthening of institutional and organizational capacity of national/state council, OPDs, and women-led disability organizations bydesigning and developing the tools and documentation required for the mapping exercise. Develop tools and guidelines to define and operationalize quick impact project including a call-for-proposal template.

Tasks and Responsibilities:

The consultant will:

Prepare an Inception Report outlining methodology, workplan, and stakeholder engagement approach. Conduct a desk review of global, regional, and Sudan-specific disability inclusion frameworks, including the CRPD, UN Disability Inclusion Strategy, and UN Womenโ€™s Disability Inclusion Strategy and draft Development of a National Strategy and Concept Note on the Social and Economic Inclusion of Women and Girls with Disabilities in Sudan. Design and prepare the tools and documentation required for the mapping of national/state councils, Organizations of Persons with Disabilities, and organizations supporting women with disabilities.

Note: The actual implementation of the mapping and subsequent validation will be conducted by UN Women staff in port Sudan.

Facilitate consultations and key informant interviews with government, UN agencies, OPDs, women-led organisations, NGOs, and INGOs. Draft a National Strategy and Concept Note that: Defines strategic objectives, outcomes, and results framework. Outlines monitoring, accountability, and validation processes. Develop tools and guidelines to define and operationalize quick impact project and design a call-for-proposal template for the office. The implementation will subsequently be carried out by the project team/designated staff based on the developed tools. Facilitate a validation workshop with the Ministry, Council, UN Women, and stakeholders. Submit final validated strategy and concept note, integrating all feedback.

Expected deliverables and Duration:

The consultancy will be completed within 30โ€“45 working days. Payment will be in line with UN Women rates and commensurate with qualifications and experience.

Minimum Requirements, Qualifications and Experience:

Education:

Advanced university degree (masterโ€™s or equivalent) in gender studies, economic; Development Studies Disability Studies, Social Sciences, Public policy, or related field.

Experience:

At least 10 years of experience in programme design, strategy development, or policy work in gender equality and/or disability inclusion. Proven experience working with women with disabilities, OPDs, and councils. Familiarity with CRPD, UN Disability Inclusion Strategy, and disability inclusion markers. Strong track record of producing high-quality analytical frameworks or strategy papers. Experience with UN agencies or international organisations is an advantage. Working with/for UN Women would be an asset

Language:

Excellent written and spoken English. Knowledge of Arabic an asset.
