    PURPOSE OF THE ASSIGNMENT

    Outcome Manager will lead the programmatic pillar Strategic Outcome 1 of the CSP, responsible for managing resources to results as outlined in the CSP, and are tasked to implement relevant policy and programme activities and delivering towards commitments made towards the UN Country Team, the Host Government and donors, leveraging partnerships for sustainability, efficiency gains and longer-term national systems strengthening following a whole-of-society approach.

    Supervision received: The Outcome Manager is directly supervised by the Head of Programme and supervised by the Deputy Country Director at the second level. The Outcome Manager also ensures close coordination with the different units and reams of the Country Office as well as the Sub-Office in Osh.

    The level of the contract will be determined by WFP based on the skills and experience of the selected candidate(s).

    KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

    1. Contribute towards the development of a number of projects, plans and processes, ensuring alignment with wider programme policies and guidance in the area of Strategic Outcome 1 in line with CSP commitments.
    2. Provide management support to specific and defined projects, ensuring a coordinated approach with wider programmes, that complies with WFP standards and procedures.
    3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
    4. Research and analyze policy and operational issues to support the development of promotive and shock-responsive social protection programmes and activities.
    5. Contribute to the preparation of accurate and timely reporting on programmes and activities of the SO1 that enable informed decision making and consistency of information presented to stakeholders.
    6. Liaise with internal counterparts to ensure effective collaboration and monitor ongoing projects.
    7. Support the identification, development and management of potential partnerships to collaborative working leading to improved programme design.
    8. Support the capacity building of WFP staff, partners and national government counterparts to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
    9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
    10. Any other business as required.

    OTHER SPECIFIC JOB REQUIREMENTS

    11. Lead annual planning, implementation and review processes for SO1 and oversee integration of donor commitments.
    12. Ensure programmatic design and implementation for SO1 activities is aligned with the CSP Theory of Change, annual planning and activity frameworks and in line with CSP gender and nutrition-sensitive principles.
    13. Ensure timely implementation under the CSP Strategic Outcome 1, including resource transfers, technical assistance and country capacity-strengthening, focusing on inclusive social protection, active labour market programme, capacity-strengthening, and livelihood support.
    14. Coordinate design and delivery of interventions in programmatic area of responsibility in partnership with government counterparts, national and international partners, including but not limited to Ministry of Labour, Social Security and Migration, district-level administrations and local self-governments and other applicable government bodies.
    15. Effectively engage in strategic and operational partnerships in the programmatic area of responsibility in alignment with management direction and in collaboration with the External Relations unit.
    16. Lead efforts to align programme design and implementation with national development priorities, local development plans and national and sub-national processes related to co-financing and co-contributions.
    17. Oversee the operational delivery of outputs in accordance with the Annual Performance Plan, ensuring quality assurance in terms of project selection and sufficient field presence using WFP and partner capacities.
    18. Coordinate with the RAM unit to ensure efficient and accurate evidence-generation for all SO1 activities.
    19. Contribute to results reporting in line with WFP corporate requirement and donor conditionalities and host government requirements.
    20. Collaborate effectively with UNSDCF stakeholders, including identifying, designing and implementing Joint Programme opportunities to contribute to deliver on joint UN commitments.
