Within UNEP, the Law Division works with international and non- governmental organizations, national and localgovernments, as well as business and industry to develop and implement policies, strategies, and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. UNEP is an Implementing Agency of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEPโ€™s OzonActionโ€™s Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided with adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fundโ€™s ExecutiveCommittee. Simultaneously, the global programme management services ensure that the Executive Committee (ExCom) receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground. UNEPโ€™s Business Plan for the years of 2024โ€“2026 (UNEP/OzL.Pro/ExCom/93/29) was endorsed at the ExCom-93 (Decision 93/49). Through the activities identified in this Business Plan, UNEP will assist the countries with implementing their HCFC phase-out responsibilities including preparing for the 2030 complete phase out target, strengthening the government institutions in Article 5 countries responsible for implementing and reporting on their national strategies to comply with the Montreal Protocol, and sustaining Article 5 countriesโ€™ compliance with ozone depleting substance (ODS) phase out targets already met. The project services are to prepare the Verification Reports in four Countries and the provision of technical comments during the submission process. Therefore, OzonAction requires the support of an international consultant to provide technical assistance during the project preparation process to ensure compliance with ExCom guidelines/policies. The ExCom approved funding to conduct the independent verification of national HCFC consumption as part of the activities for the implementation of the HPMP in Guyana, The Bahamas, Grenada and Barbados at the ExCom-94. The approved verification report projects are for UNEP to implement. Submission of verification reports, demonstrating that Guyana, The Bahamas, Grenada and Barbados have met all agreed targets in their Agreements and acceptable to ExCom, is pre-requisite for the release of next tranche funding under the Countriesโ€™ respective HPMP Tranches planned for submission to ExCom-98 and ExCom-99. Based on the ExCom decision 82/51 (to ensure that the verification reports covered all the years since the approval of the previous tranche, including the year of the approval of that tranche), the reports need to be submitted on the achievement of consumption targets of Guyana, The Bahamas, Grenada and Barbados for the years 2020 to 2025, 2021 to 2025. 2022 to 2026 and 2022 to 2026 respectively. For this purpose, UNEP will engage an independent consultant to conduct verification of actual consumption of Annex C, Group I chemicals (HCFCs) and to prepare the verification reports considering various rules/guidance of the ExCom. The guidelines for the preparation of the Verification Report are found in Annex I of this TOR. To fulfill this requirement, UNEP shall engage a qualified consultant with a proven track record of expertise and experience to provide support and guidance to the regional team of theCaribbean during the preparation and submission of the projects. Duties and Responsibilities: Under the supervision of the OzonAction Montreal Protocol Programme Management Officers โ€“Caribbean Network and under the overall guidance of the Head of OzonAction, the consultant will: (i) Preparation of the work plan for preparing the verification reports, incorporating comments from the Governments and endorsed by UNEP. (ii) Preparation of 4 Draft Verification reports, one each for Guyana, The Bahamas, Grenada and Barbados. The verification of national consumption targets for the multi-year agreements are to be in line with the Guidelines approved by ExCom at its 46th meeting (Annex XIII) and based on requirements in ANNEX 1 of this ToR. (iii) Preparation of 4 Final Verification Reports, one each for Guyana, The Bahamas, Grenada and Barbados incorporating comments from Government and UNEP. (iv) Technical assistance in reviewing the verification reports during the review process for submission to ExCom-98 and ExCom-99. The verification of national consumption targets for the multi-year agreements is to be in line with the Guidelines approved by ExCom at its 46th meeting (Annex XIII). The consultant will work under the direct and overall guidance and supervision of the OzonAction Montreal Protocol Regional Coordinator - Caribbean and under the overall guidance of the Head of OzonAction, Law Division. Qualifications/special skillsA masterโ€™s degree in Environmental Science / Environmental Policy/ Engineering orrelated area is Required. A bachelorโ€™s degree in combination with two qualifying years of experience may be accepted in lieu of the masterโ€™s degree. Good understanding of, or direct experience with, the operational capabilities, limitations and needs of National Ozone Units in developing countries.Is required An expert with policy and technical expertise related to the implementation of the Montreal Protocol, its institutions, policies, and procedures in developing countries.Is required Familiarity with the control measures under the Montreal Protocol and Multilateral Fund policies and procedures.
