Result of ServiceThe evaluation consultancy will have the following deliverables: I. Inception Report, containing a preliminary analysis of the CF ToC or, in its absence, reconstruction of the CF ToC; an elaboration of the evaluation approach and methods, including the evaluation design matrix; and a detailed evaluation plan and timeline, including a tentative list of data collection tools and interviews to be arranged or plans for field visits; an Inception Presentation to the Steering Committee will be required. II. Preliminary findings report and presentation, in a template to be agreed with the Evaluation Manager. III. Final CF Evaluation Report, including the annexes. Work LocationMOZAMBIQUE Expected duration47 days within 3 Months Duties and ResponsibilitiesThe Mozambique-United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2026 is the primary instrument for the UN to deliver its mandate and implement the 2030 Agenda. Jointly developed and implemented by the UN, government and civil society organizations, with support from development partners, it aims to promote the achievement of the national Five-year Programme (Programa Quinquenal do Governo-PQG) 2020-2024, the National Development Strategy (Estratรฉgia Nacional de Desenvolvimento-ENDE) 2015-2035, the 2030 Agenda for Sustainable Development, and the African Union Agenda 2063. Currently, 25 resident and non resident agencies work together to implement the Cooperation Framework with strategic focus on four key areas for Mozambiqueโs sustainable development: 1. Human Development 2. Economic Diversification and Sustainable Livelihoods 3. Climate Resilience and Sustainable Use of Natural Resources 4. Peacebuilding, Human Rights, and Inclusive Governance To evaluate its implementation, the UN Country Team has initiated an evaluation of the UNSDCF 2022-2026, taking place from February to November 2025. Following the DCO Cooperation Framework Guidance and adhering to the UN Evaluation Group (UNEG) Norms and Standards, this evaluation will be conducted independently. The purpose of this evaluation is to examine the relevance, effectiveness, efficiency, coherence of the UN Country Teamโs efforts, and the sustainability of the outcomes and results achieved through the UNSDCF 2022-2026 in addressing Mozambique's development priorities and achieving the Sustainable Development Goals (SDGs). Its findings will be instrumental in shaping the new Cooperation Framework and guiding the development of individual UN Entities Country Programme documents Responsibilities The international consultant for the UNSDCF 2022-2026 independent evaluation will serve as the Evaluation Team Leader, collaborating closely with a national independent consultant and reporting directly to the UNCT Evaluation Manager with support from the RCO. The evaluation team will adhere to the code of conduct, standards and procedures of the UN Evaluation Group (UNEG). The Team Leader's primary responsibility is to deliver a high-quality and timely UNSDCF Evaluation Report to the Evaluation Steering Committee, the UN Resident Coordinator Office, and the UN Country Team. Key responsibilities include: Duties & Responsibilities: Lead the implementation process in a timely manner; Supervise and work closely with the other members of the Evaluation Team; Review documents, clarify research methods and lead production of the evaluation report; Conduct field visits to the project sites identified and collect data, as needed; Assume main research responsibility with the support of the Evaluation Team members; Lead the Evaluation Team in conducting stakeholder consultations; Lead presentation of preliminary fundings from the interim evaluation report and integrate feedback into the report; Lead presentation to the validation workshop and finalization of the evaluation report; and Ensure a gender-sensitive and human-rights based approach. The consultant will report to the RCO Head of Office. Qualifications/special skillsAdvanced post-graduate degree (Masters and equivalent) in international relations, political science, international development, governance and public policy, social sciences, development evaluation or a related subject is required. A minimum of seven years of functionally related professional evaluation experience including documented previous experience in managing and leading complex UNDAF/UNSDCF or UN evaluations is required. Experience in analyzing social and economic development, environmental and governance issues. Demonstrated ability to work in multicultural environment. Excellent presentation and drafting, report writing skills, and familiarity with information technology, including proficiency in word processing, spreadsheets, and presentation software required. Specialized experience and/or technical knowledge in data collection and analytical skills, particularly in understanding human rights-based approaches; gender considerations and environmental sustainability is required. Knowledge and experience in Results Based Management, logic modelling/logical framework analysis, participatory and utilization focused approaches is required. Previous experience working in Mozambique and/or knowledge and understanding of the development, political, social and cultural context of Mozambique or similar settings in the region is an advantage. knowledge and experience in the use and analysis of secondary data to complement primary data. Demonstrated expertise in evaluating institutional support systems, including operations and the human resource function. Demonstrated managerial competence and experience in organizing, leading and coordinating multicultural and multi-disciplinary evaluation teams is required. Process management skills, such as facilitation skills and ability to negotiate with a wide range of stakeholders. Demonstrates openness to change and ability to manage uncertainties and complexities Maintains professional composure and emotional resilience in high-pressure situations.
