Purpose of Activity/AssignmentThe consultancy aims to develop three sets of standard-setting documents, each accompanied by practical guides or tools to support their implementation, as follows:
Facilitatorโs Guide for Implementing SOPs for the Emergency Sub-Cluster on Vulnerable Groups:
Develop a Facilitatorโs Guide to support the implementation of Standard Operating Procedures (SOPs) for the Emergency Sub-Cluster on Vulnerable Groups. The guide will facilitate knowledge transfer through training national and district emergency committees, ensuring effective preparedness, response, and recovery for natural and human-made disasters. It will prioritize the protection and well-being of vulnerable populations, including children, persons with disabilities, the elderly, and other at-risk groups.
Child Safeguarding Guidelines for Early Childhood Development (ECD) and Nutrition:
Develop context-specific child safeguarding guidelines for ECD and Nutrition programs, informed by a child safeguarding risk analysis and aligned with Rwandaโs legal and policy framework, including the ECD Policy (2016) and the Food and Nutrition Policy (2013โ2018). The guidelines will promote safe, inclusive, and accountable service delivery for children aged 0โ6. The guidelines will be accompanied by practical tools for conducting child safeguarding assessments and mitigating risks in ECD and Nutrition programs and operations.
Child Safeguarding Guidelines for the Sports and Entertainment Industry:
Develop context-specific child safeguarding guidelines for the sports/ entertainment industry, focusing on the recruitment, training, and engagement of children and adolescents. The guidelines will be informed by a sector-specific child safeguarding risk analysis and aligned with Rwandaโs legal and policy framework, as well as regional and global best practices for safe sports/entertainment participation. They will promote safe, inclusive, accountable, and child- and adolescent-friendly sports and related activities. The guidelines will include practical tools for conducting child safeguarding assessments and mitigating risks in the sports/entertainment industry, with a focus on recruitment, training, and engagement of children and adolescents.
Key Tasks:ย
1.ย Develop a comprehensive Facilitatorโs Guide aligned with the existing Standard Operating Procedures (SOPs) for preparedness, response, and post-recovery support for vulnerable groups during disasters. The guide will include all necessary training materials, such as daily agendas, PowerPoint presentations, interactive activities, case studies, and other resources to engage participants effectively and ensure successful training delivery.
2. Facilitate a half-day orientation with the technical team, selected from members of the national sub-cluster on vulnerable groups, to introduce the Facilitatorโs Guide and deliver a Training of Trainers (ToT) session, gather feedback from participants, and incorporate this feedback to finalize the guide.
3.ย Based on the National Child Safeguarding Framework, conduct an updated child safeguarding risk analysis for the Early Childhood Development (ECD) and Nutrition sector and the Sports/Entertainment industry to inform the development of sector-specific guidelines.
4.ย Develop tools to facilitate consultations with key stakeholders in the ECD and Nutrition and Sports/entrainment sectors. These tools will gather insights to inform the development of sector-specific child safeguarding guidelines.
5.ย Develop tailored child safeguarding guidelines and tools for safe programming in:
a) The ECD and Nutrition sector, enabling assessments and risk mitigation, and ensuring alignment with national frameworks and policies.
b) The Sports/Entertainment industry, focusing on the recruitment, training, and engagement of children and adolescents, in alignment with national, regional, and global best practices.
6. Work with NCDA and the relevant sector leads to organize validation workshops for the guidelines. Prepare presentations, facilitate discussions, and present the guidelines during these workshops to ensure stakeholder input and validation.
Methodology
To deliver on the above tasks, the consultant will work collaboratively with UNICEF, MINEMA, NCDA and the Sports Ministry to conduct interviews, organize training events, and conduct consultative and validation meetings. The assignment could also be completed remotely, with the support of local administration.
