UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonActionโ€™s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In this context, and under the framework of the Second Tranche of Stage II of the HCFC Phase-Out Management Plan (HPMP), which includes a component related to energy efficiency, submitted in line with decision 89/6, the Government of Honduras through the Secretaria de Recursos Naturales y Ambiente and its National Ozone Unit (UTOH), has requested UNEP's support in providing technical capacity-building to stakeholders in the RAC (Refrigeration and Air Conditioning) sector. The objective is to promote the adoption of alternative low-GWP refrigerants, including R-32, and to strengthen technical competencies in energy-efficient practices related to installation, maintenance, inverter technology and compliance with environmental standards. Provide technical guidance, both remotely and face to face (if feasible), to NOUs and stakeholders in the RAC sector of Honduras, in close coordination with the compliance assistance regional team for Latin America. Specifically, the consultant will be responsible for the following actions: Develop a comprehensive technical guidance document for the RAC sector on alternative low-GWP refrigerants, including R-32, and energy-efficient practices related to installation, maintenance, inverter technology, and compliance with environmental standards. Design a complete training module that includes theoretical and practical content, didactic materials such as presentations, handouts, and visual aids, as well as suggested participant profiles and a strategy for engagement during the workshops. โ€ข Organize and deliver three in-person workshops, each including a theoretical session on R-32 characteristics, energy efficiency, and relevant regulations, followed by a practical session on system maintenance, installation, and troubleshooting. Qualifications/special skills- University degree in Engineering (preferably Electromechanical, Mechanical, or related fields). Required - Master's degree in areas of Energy Management, Business Administration, or other relevant areas related to engineering or environmental systems. Advantage - Minimum of 5 years of experience in the HVAC-R (Heating, Ventilation, Air Conditioning, and Refrigeration) sector, including technical service, project development, or capacity building. Required - Proven experience in developing and delivering training workshops, preferably in technical fields such as refrigeration, air conditioning, or energy-efficient systems. Required - Familiarity with Montreal Protocol-related substances, their phase-out schedules, and control measures. Required Experience coordinating or implementing training programs aimed at enforcement or technical personnel. Required LanguagesFluency in oral and written Spanish is required.
