Introduction

UNDP Vietnam is looking for a qualified International Consultant to provide technical support to project design and implementation of the Circular Economy, Chemicals and Waste Portfolio.


Every year, Viet Nam generates approximately 3.9 million tons of plastic waste, with only 33% being recycled. Mismanagement of plastic waste, whether due to inadequate collection or improper disposal, results in pollution of both land and marine environments, adversely affecting ecosystems and human health. To address this issue, Viet Nam is embracing the circular economy trend, with a strong emphasis on recycling. The Extended Producer Responsibility (EPR) mechanism, institutionalized by the Law on Environmental Protection (LEP) 2020, Decree No. 08/2022/ND-CP, and Circular No. 02/2022/TT-BTNMT, is expected to play a crucial role in promoting waste recycling, particularly for plastic.


The United Nations Development Programme (UNDP) is supporting the Government of Viet Nam in operationalizing these commitments through a portfolio of initiatives on circular economy, chemicals and waste. These include efforts to scale up inclusive waste management systems, deploy Material Recovery Facilities (MRFs), strengthen policy frameworks for EPR and circularity, and coordinate multi-stakeholder engagement across sectors. An Electrical and Electronic Equipment (EEE) Working Group has also been established to support circularity in the electronics sector.

The UNDP in Viet Nam is looking for 01 International Consultant (the Consultant) to provide technical support to project design and implementation of the Circular Economy, Chemicals and Waste Portfolio. The Consultant will focus primarily on strengthening sustainable waste management systems through infrastructure, policy and partnership development, with supplementary tasks in project development and stakeholder coordination.

Period of assignment/services: 250 working days (from August 2025 to July 2026).
