International consultant for strengthening RAC waste management and capacity building under HPMP II in Honduras

In particular, the consultant shall be responsible for the timely and successful organization and facilitation of the training workshops, as well as the development of the technical manual on management of HCFC-based equipment/products and substances at its final disposal. Work LocationHomebased Expected duration4 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.\" Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. In this context, and under the framework of the Second Tranche of Stage II of the HCFC Phase-Out Management Plan (HPMP II T2), to comply with the project requirements, the Government of Honduras, through its National Ozone Unit (UTOH), has requested UNEP's support to formulate measures for the management of HCFC-based equipment/products and substances especially in its final disposal and conducting in-person workshops on dismantling and segregation of RAC equipment components, procedures for final disposal with traceability. Duties and Responsibilities: -Provide technical guidance, both remotely and face to face (if feasible), to NOUs and waste managers of Honduras, in close coordination with the compliance assistance regional team for Latin America. Specifically, the consultant will be responsible for the following actions: - Develop a comprehensive technical manual to address the dismantling and segregation of RAC equipment components, procedures for final disposal with traceability, and the application of circular economy principles throughout the waste management chain. - Design a complete training workshop on dismantling and segregation of RAC equipment components, procedures for final disposal with traceability, including detailed session plans, supporting didactic materials (presentations, guides). - Manage and deliver (3) three in-person workshops, on dismantling and segregation of RAC equipment components, procedures for final disposal with traceability, including report with agenda, participant registration (classified by gender), photographic documentation, a summary of findings, and recommendations. ThE cosultant will be under the overall supervision and guidance of the Latin American Region, Programme Manager. Qualifications/special skills-University degree in Engineering (preferably Electromechanical, Mechanical, or related fields) Is equired - Master's degree in areas of Energy Management, Business Administration, or other relevant areas related to engineering or environmental systems. Is desirable Minimum of 5 years of experience in the HVAC-R (Heating, Ventilation, Air Conditioning, and Refrigeration) sector, including technical service, project development, or capacity building. Is required Proven experience in developing and delivering training workshops, preferably in technical fields such as refrigeration, air conditioning, or energy-efficient systems.Is required Familiarity with Montreal Protocol-related substances, their phase-out schedules, and control measures. Is required Experience coordinating or implementing training programs aimed at enforcement or technical personnel.Is required Capacity to work in a multicultural environment.
