Work LocationHome based Expected duration4 months Duties and ResponsibilitiesThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UNEP Law Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental law, governance, and related policy issues, including those related to multilateral environmental agreements (MEAs). It works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements. UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. Under the Law Division OzonActionโs Compliance Assistance Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided with adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fundโs Executive Committee. At the same time, the global programme management services ensure that the Executive Committee receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground. UNEP through Decision 93/95, received funding for providing technical and policy assistance to LVC countries to support KIP implementation. This technical and policy assistance covers four priority areas including, building NOU capacity in the MAC Sector for early action and assessing consumption trends in the MAC Sector - Early Action in the MAC Sector to Support LVCs. The objectives of the intervention, Early Action in the MAC Sector to Support LVCs, are to: โข Strengthen the capacity of NOUs to thoroughly assess consumption in their MAC sectors, including but not limited to data on the size of vehicle fleets (new and used); refrigerants used; leakage rates; number and size of MAC servicing companies; number of technicians working in the MAC sector (formal/informal); skill level of MAC technicians working in the field; current servicing practices and equipment capacities; the number of MAC training centers and training curriculums; end-of-life management of vehicles or MAC systems โข Assess in-countriesโ capabilities for containment measures in the MAC servicing sector and readiness to deal with potential alternatives โข Understand the policies, standards and codes in place related to refrigerants in the MAC servicing sector as well as major institutional actors โข Establish a database including used vehicles and their contribution to consumption This consultancy will focus on CAPโs assistance to understand the MAC sector, both in terms of consumption and the readiness to implement containment measures by improving servicing practices of servicing workshops and uptake the alternative technologies as they become available in their countries. Duties and Responsibilities: Under the supervision of the OzonAction Montreal Protocol Programme Management Officer and overall guidance of the Head of OzonAction, the consultant will: 1. Propose a methodology to determine baseline data on HFC Consumption in the MAC Sector (in metric tons and CO2eq tons) 2. Prepare a guide for establishing an inventory of MAC and MAC servicing workshops in the country 3. Prepare a Framework MAC Sector Response Plan Outline that can be easily followed by Countries 4. Prepare a report on the project activities and making recommendations for linking the Plan in a holistic manner, to the KIPs outcomes 5. Prepare a package to be shared with other LVCs for use with their projects Qualifications/special skillsโข A Masters degree in science, environment, engineering or other relevant areas in combination with 7 years relevant experience Is required. โข A Bachelorโs degree in relevant academic qualifications in combination with qualifying 9 years working experience in related field may be accepted in lieu of the bachelor's degree. Experience and the related field of specialty: โข Demonstrate strong knowledge and experience in the MAC and RAC Sector and in designing and conducting survey, data collection and analysis โข Demonstrate strong report writing skills โข Strong organizational skills, with proven ability to prioritize tasks and meet tight deadlines. โข Familiarity with MLF processes and guidelines โข Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Publisher). At least seven (7) years of relevant professional experience Is required. Experience in RAC and MAC sector Is required. Proven working knowledge of the Montreal Protocol and Ozone Layer Protection programmes and projects Is desirable. LanguagesFluency in oral and written English is required.
