Organizational Setting, Purpose and Objective: The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. The Global Environment Facility (GEF) provided funding for Qatar to develop the Minamata Initial Assessment (MIA) on Mercury. UNEP West Asia Office will provide the technical assistance to the executing agency for the project in Qatar to serve as a platform for information and experience sharing at the regional level and enhance support to awareness and decision making leading to the protection of human health and the environment. Qatar will establish technical working groups to deliver on the project components while West Asia Office will engage international experts to provide the necessary training and technical support. This TOR is for an international chemicals part-time consultant to provide technical support for the development of the MIA report for Oman. The scope of the responsibilities includes guiding and reviewing the national mercury inventory report and the MIA report for Qatar. The Consultant will report to the activity leader of Chemicals in West Asia Office and work closely with the Project Management Unit and technical Working Groups in Qatar. 2. Duties and Responsibilities: The Consultant will carry-out the following duties & responsibilities: 1. Quality assurance of the mercury inventory report 1.a. Review the mercury inventory report 1.b. Provide technical support to the national team answering questions regarding inventory report 2. Technical and practical guidance for drafting the MIA report 2.a. Deliver training for the National in Qatar to assist in the development of the MIA report 2.b. Provide remote technical guidance to the national team answering questions regarding MIA report 2.c. Review the draft MIA report to ensure it meets high technical standards Qualifications/special skillsAdvanced degree in natural sciences, environmental sciences, engineering, waste management, or economics, preferably related to chemicals management. Minimum of 7 yearsโ experience of working on the national level with chemicals management is required. Minimum of 4 years of experience in related fields and 3 years of professional experience at chemicals management in the region is required. Understanding of legislation in the area of the environment and chemicals management, Chemicals MEAs, relevant to the assignment is preferable. LanguagesProficiency in English and Arabic is required.
