IOM is dedicated to promoting humane and orderly\nmigration for the benefit of all. It does so by providing services and advice\nto governments and migrants.

Context:\n\n

Advisory\nsupport to develop and deliver two weeks ToT training course in line with the\nbest practices for adult learning for the teaching staff/lecturers of the\nScientific Educational Centre of the National Security Service of Armenia.The aim of the training course is to\ndevelop the knowledge, skills, and attitudes needed toplan, deliver, and evaluate effective training sessions,\nso that participants can confidently transfer their expertise to others in a\nprofessional and engaging way.\n\n

 \n\n

Background\nof the activity:\n\n

The Project is\nimplemented in Armenia to further strengthen the capacities of the national\nauthorities to tackle cross-border organized crime and independent border\nmanagement capacities. The primary national partners benefiting from its\noutcomes are the National Security Service of the Republic of Armenia (NSS) and\nits Border Guard Troops (BGT). The Project will build on the results achieved\nin recent years and will further advance the alignment of the border guard\ntraining/ educational system and standards with European and international best\npractices, enhance capacity to autonomously manage borders through enhanced\nsecondary inspection as well as capacity to detect and counter irregular\ntravellers, including terrorists and serious criminals through setting up\nAdvance Passenger Information (API) and Passenger Name Record (PNR) data. The ToT training course is designed to\nprepare participants to become effective trainers themselves - equipping them\nnot only with border management subject matter expertise but also with the\nskills to teach others.\n\n

Core Functions / Responsibilities:\n\n

1)     Develop the two weeks ToT\ntraining course for the teaching staff/ lecturers of the National Security\nService on howtoplan, deliver, and evaluate effective training\nsessions in line with best practices and adult learning\ndevelopments and ensuring\ngender-sensitive approach for border management.\n\n

2)     \nDevelop and submit training course\nmaterials that can include of the trainer's and examples,\ninteractive presentations, case studies, videos, handouts, etc.\n\n

3)     \nDeliver ToT\ntraining course to the teaching staff/lecturers of the Scientific Educational\nCentre, provide support and tutoring participants while they develop assessed\nlessons on the border management subject.\n\n

4)     \nConduct pre-\nand post- assessments to evaluate the knowledge and skills change of the\ntrainees.\n\n

5)     \nConsult with\nthe IOM project team on appropriate and agreed approaches to the specified\ntasks before their completion.\n\n

6) Submit a report outlining training needs and making recommendations\nfor the incorporation of adult learning methodology and the latest developments\nin border guard education in the Scientific and Educational Centre of NSS and\nat border checkpoints.\n\n

Category B Consultant is\nhired to provide the bellow deliverables, according to the proposed timeline:\n\n\n\n\n

DELIVERABLES\n\n\n\n\n

Deliverable\n 1:\n

Develop and submit training course materials that\n can include of the trainer's and examples, interactive\n presentations, case studies, videos, handouts, etc.\n\n\n\n\n

Deliverable\n 2:\n

·        \nDeliver ToT training course to the teaching staff/lecturers of the\n Scientific Educational Centre, provide support and tutoring participants\n while they develop assessed lessons on the border management subject.\n

·        \nConduct pre- and post- assessments to evaluate the knowledge and\n skills change of the trainees.\n\n\n\n\n

Deliverable\n 3:\n

Report on outlining training needs and with recommendations\n for the incorporation of adult learning methodology and the latest\n developments in border guard education in the Scientific and Educational\n Centre of NSS and at border checkpoints.\n\n\n\n\n

Performance indicators for the\nevaluation of results\n\n

The Consultant\nEvaluation will be carried out based on the following indicators:\n\n

·          \nUnderstanding of the scope of the assignment.\n\n

·          \nProfessional competence and mastery of the subject matter of the\nconsultancy.\n\n

·          \nWritten and verbal communication skills, including report writing.\n\n

·          \nDelivering results consistent with the agreed Terms of Reference.\n\n

·          \nAccurately judging the amount of time and resources needed to accomplish\na task.\n\n

·          \nIdentifying key issues and proposing solutions, e.g. offering different\noptions to solve problems to meet clients' needs.\n\n

·          \nUpholding and demonstrating the values of IOM in the daily consultancy\nactivities.\n\n

 \n\n

Required Qualifications\nand Experience\n\n

 \n\n

Education\n\n

            Completed\nadvanced university degree in a relevant field.\n\n

Experience\n\n

            Specialization\nin border management.\n\n

            Other\nformal education as relevant for the assignment.\n\n

            At\nleast five years of experience in a professional thematic consultancy.\n\n

            Proven\nexperience in developing curricula and training modules.\n\n

            Proven\nexperience in delivering ToTs.\n\n

            Proven\nexperience with international organizations and/or government structures.\n\n

            Experience\nin preparing and delivering training sessions.\n\n

 \n\n

Languages\n\n

For this consultancy, fluency in English is required\n(oral and written). Knowledge of Russian will be an advantage.\n\n
