Strengthening Health Financing for Universal Health Coverage in Asia Pacific2. Summary of Job Description
The intern will support ADBโs efforts to enhance health financing schemes across developing member countries (DMCs). Health financing is a core function of health systems that can enable progress towards universal health coverage (UHC) by improving effective service coverage and financial protection. The proportion of the population that faced catastrophic levels of out-of-pocket health spending has even worsened since 2010, in particular, significant aggravation in the Asia and the Pacific region due to still high co-payment health financing/insurance schemes in developing member countries and more population demand to use health services. Given the latest slow global progress of UHC, in particular financial risk protection, more work is needed to support DMC in Asia-Pacific in health financing for UHC.Key areas of focus include but are not limited to:
โข Health Financing Policy: Conduct research on health policies to strengthen health financing schemes in DMCs, in particular strategic purchasing and benefit package design.
โข Digital Health Financing: Support the technical assistance team on digital health financing to enhance the efficiency of health financing schemes through digital transformation.
โข Financing Partnership: Support ADBโs collaboration with health financing authorities, partners, and international organizations to advance co-financing/blended financing efforts.
โข Technical Report: Contribute to drafting technical assistance reports and recommendations on advancing UHC through transformative partnerships in Asia-Pacific.
โข Bi-annual Health Financing Workshop in Asia-Pacific: Assist in preparing the bi-annual Health Financing Workshop in Asia-Pacific, June 11-13, 2025, co-organized with the World Bank and WHO.
โข INSPIRE 2025 Health Forum: The intern will assist in organizing the INSPIRE 2025 Health Forum, which will be held from July 7 to 11, 2025. The scope of work includes supporting session planning, speaker coordination, and stakeholder engagement, assisting in developing session agendas, briefing materials, and discussion frameworks, and ensuring smooth event execution through logistics support and technical coordination. The intern will also contribute to knowledge capture and dissemination by documenting key insights, drafting session summaries, and assisting in preparing post-forum reports and policy briefs.3. โข Enhanced Understanding of Health Financing in the Asia Pacific: Developed a strong grasp of health financing policies and digital health financing across ADBโs developing member countries (DMCs).
โข Contribution to Technical Report: Assisted in the development of background papers on health financing and co-financing/blended financing, contributing to ADBโs knowledge-sharing initiatives on financing partnerships.
โข Support for Stakeholder Engagement & International Collaboration: Assisted in coordination with health financing authorities, partners, and global health organizations supporting ADBโs role in co-financing/blended financing efforts.
โข Successful Contribution to the Workshop and the Forum: Provided critical planning and execution support for regulatory-focused sessions at the Bi-annual Health Financing Workshop in Asia-Pacific and INSPIRE 2025 Health Forum, ensuring smooth logistics, well-prepared speakers, and effective knowledge dissemination through session summaries and post-forum reports.Qualifications
6.Education Requirements
The intern must be currently enrolled in a Masterโs or Ph.D. program in a relevant field, such as:
โข Public Health, Global Health, Public or Health Policy (preferably with a focus on health financing or health economics); or
โข Development Studies, International Affairs, or Health Diplomacy (preferably with a focus on effective development cooperation)7. Relevant Experience and Other Requirements
Relevant Experience:
โข Prior experience or coursework in health financing is preferred.
โข Experience in health policy research, report writing, and knowledge synthesis related to global health, health systems strengthening, or health financing.
โข Familiarity with international health organizations, health insurance authorities, or health provider networks is an advantage.
โข Experience in event coordination, stakeholder engagement, or knowledge dissemination (e.g., organizing conferences, policy dialogues, or workshops) is desirable.
Other Requirements:
โข Strong analytical and research skills, with the ability to synthesize complex regulatory and policy issues.
โข Excellent written and verbal communication skills in English for drafting policy briefs, reports, and stakeholder correspondence.
โข Proficiency in Microsoft Office (Word, Excel, PowerPoint); experience with data visualization or knowledge management tools is a plus.
โข Ability to work independently and collaboratively in a multicultural environment.
