Inter-Agency Coordination Associate

Organizational Setting and Work Relationships
The Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination Unit. S/he normally reports to the Senior Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.

Duties
- Provide support to the Senior Inter-Agency Coordination Officer (Inter-Sector Working Group and Sector Gender Focal Points Network Coordinator) and bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces.
- Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance.
- Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan.
- Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes.
- Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors.
- Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities.
- Coordinate, identify, process and elevate relevant topics/issues to Senior Inter-Agency Coordination Officer, referring to UNHCR policy decisions and guidance, when needed.
- Coordinate quality, timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working group's agendas and work plans.
- Act as the information management focal point for the Sectors/Sub-sectors under responsibility, with duty to collect and compile data on activities, analyse and present information on the sector activities in a concise manner, and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics.
- Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information.
- Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies.
- Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
Knowledge of UNHCR and interagency policies, standards, programmes and humanitarian operations in operational context. Demonstrated coordination and inter-personal skills. Drafting skills and strong ability to collect, analyze, and communicate information in written/oral formats.

Desirable
Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset. Emergency response experience is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills - with a preference for ability to use Excel, Powerpoint, Publisher, etc. Some knowledge of data base design and management will be an asset.

S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes.

Honduras remains characterized by a situation of protracted internal displacement caused mainly by organized crime. Although the main cause of displacement is violence, both social conflict, inequality and economic hardship and polarization in the country are causing forced displacement beyond organized crime. The context is characterized by institutional fragility, a huge risk of natural disasters, a government with limited resources, and a population with high needs. Even though Honduras Operation is focused on the IDPs situation, the scenario is more complex due to the increasing number of mixed movements, new asylum claims primarily from Nicaraguans, continuous deportation/returns of Hondurans requiring bolstered efforts to expand protection and sustainable reintegration opportunities. Therefore, the main challenge is finding balance and the ability to respond to many simultaneous issues.

UNHCR in Honduras Operation co-leads the national Protection Sector, as well as co-leading two local border teams under the framework of the national protection sector. The Local Border Teams in Danli and Ocotepeque respond to the protection needs of refugees, asylum-seekers and migrants, in a coordinated manner involving Sectors, UN actors, NGOs, civil society organizations, host communities and government entities of various levels. The Interagency Coordination Associate provides leadership and coordination to these two teams in an evolving, fast-paced environment. Furthermore, the Interagency Coordination Associate works with UNHCRยดs multifunctional team of Protection, Programme, Information Management and External Relations to ensure continuity of protection monitoring, activity implementation, indicator reporting, and advocacy around mixed movements, access to asylum and coordination.

UNHCR in Honduras also support various state entities to include displaced people in government programmes and to seek durable solutions. This work is conducted within the regional integrated framework for protection and solutions (Marco integral regional para proteccion y soluciones - MIRPS). The Interagency Coordination Associate will serve as the focal point for government actors to support their participation in MIRPS activities, meetings and workshops, and will also coordinate closely with the External Relations team to seek alliances with development and private sector actors to enhance integration of displaced people.

The incumbent will also support the National Protection Sector Coordinator in protection analysis and advocacy, and act as a liaison with government MIRPS members and the local border teams. The Interagency Coordination Associate will also support the National Protection Sector Coordinator in coordination with the Child Protection and GBV sub-sectors, the Interactor Working Group and various thematic Protection working groups.

Overall, the Interagency Coordination Associate role will bridge the nexus between development and humanitarian responses, within the UNSDCF and humanitarian response frameworks in relation to both internal forced displacement and the response to refugees and asylum-seekers access to territory and asylum.
